Responsibilities
- Define and execute the multi-year technology transformation roadmap for Citi's global tax reclaim operations.
- Prioritize automation, straight-through processing, and elimination of manual intervention across all reclaim workflows.
- Deliver an end-to-end tax reclaim platform covering eligibility assessment, documentation generation, claim submission to tax authorities, status tracking, and recovery reconciliation.
- Ensure the platform remains current and compliant as global tax rules evolve by building a regulatory intelligence layer.
- Deploy AI/ML and intelligent document processing (IDP) to automate document classification, data extraction, eligibility rules application, and exception handling.
- Provide real-time client-facing dashboards and reporting capabilities for full visibility into reclaim status, recovery timelines, and tax recovery performance.
- Lead a global engineering and transformation team, managing delivery across multiple geographies and time zones.
- Partner with Tax Operations, Legal, Compliance, and Custody Technology to ensure seamless integration and adoption.
Requirements
- 10+ years in technology leadership, with experience in regulatory compliance, tax technology, or financial operations transformation.
- 5+ years leading large-scale technology transformation programs in a global financial institution.
- Proven track record delivering automation and digitization programs that eliminate manual processing at scale.
- Hands-on proficiency in Java, Angular/React, Oracle, and cloud-native development.
- Experience with intelligent document processing (IDP), OCR, and NLP for document automation.
- Strong command of workflow orchestration, BPM platforms, and rules engine design.
- Understanding of withholding tax reclaim processes: eligibility, treaty relief, documentation, and submission to tax authorities.
- Familiarity with global tax treaty frameworks and key jurisdictions (EU, US, Asia-Pacific).
- Awareness of custody operations, corporate actions, and income processing as they relate to tax reclaim.
- Knowledge of FATCA, CRS, and other global tax transparency and reporting regimes.
Qualifications
- Bachelor's or Master's degree in Computer Science, Engineering, Finance, or Information technology.
Skills
