About the role

The Defense Counterintelligence and Security Agency's (DCSA) is looking for a Senior Investigator to support the Office of the Inspector General (OIG) within the Special Cases and Assistance branch. This person will conduct complex investigations that involve fraud, waste, abuse and employee misconduct, and other complex administrative investigations within the OIG. Responsibilities

  • Conducting and leading investigations, and related activities.
  • Providing guidance to other investigators in response to allegations of misconduct involving both DCSA personnel and contractors.
  • Managing multiple projects simultaneously while maintaining the accuracy and thoroughness required by policies, laws, and other directives.

Requirements

  • Extensive experience with investigative procedures and relevant case law regarding Administrative Inquiries, including findings of the United States Federal Court System and Administrative Law Judges, including rulings of the Merit Systems Protection Board, United States Circuit Court of Appeals, United States Supreme Court, and other authorities with jurisdiction regarding matters affecting Administrative Inquiries, Adverse Actions, and associated procedures.
  • Conducting investigative inquiries regarding allegations of misconduct amongst personnel, to include both Federal employees and Contractors, that may include serious allegations that involve highly sensitive issues; exercises sound judgment in applying broad investigative coverage guidelines to individual cases, each of which has a unique set of circumstances, to accomplish the intended purpose within specified time and cost limits.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

Skills

Organizational, oral and written communication skills. Ability to deal with individuals with tact in stressful situations as well as the ability to work independently and respond positively to pressure under rapidly evolving circumstances.

  • Incumbent must possess the legal and personal qualifications to operate passenger-type motor vehicles.
  • This position entails working occasional overtime on weekday evenings and/or weekends.
  • The incumbent must have completed, or will be required to successfully complete, the DoD Joint IG Training Course, or an equivalent as approved by the DCSA Inspector General, within 120 days of appointment (per DoDD 5106.04).
  • Must have completed, or will be required to successfully complete, the Certified Inspector General Investigator Certification Program and obtain certification through the Association of Inspectors General within two years upon entering the position.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

  • VETERANS PREFERENCE/CURRENT OR FORMER FEDERAL: In accordance with DoD Instruction 1400.25, Volume 2005, veterans preference is not required to be applied when considering candidates with prior Federal competitive or excepted service who have completed a probationary or trial period and have not been separated for cause. Therefore, veterans preference will not be applied to applicants with current federal service, or former federal civilian service meeting the above criteria.
