INVENTORY MANAGEMENT SPECIALIST.

About the Role

As an Inventory Management Specialist, you will administer physical inventories and adjust and/or record results in the Defense Property Accountability System (DPAS). This role involves ensuring the integrity of inventories by following the command inventory plan and physically verifying that all PSNS/IMF accountable property is identified with a command property policy compliant Bar-Code Label.

Responsibilities

• Interpret, adapt, and implement directives and policies from Division and higher administrative echelons.
• Apply broad knowledge of property accountability systems and inventory procedures to conduct extensive inventory research and resolve discrepancies.
• Assess the productivity, effectiveness, and efficiency of program/project operations, analyzing short and long-range needs, and administering projects or phases of complex programs.
• Maintain contact with personnel at all levels of management in shops/codes to resolve inventory problems.
• Conduct inventories across a large industrial facility, including work inside dry docks, on vessels, inside storage areas, and in outside industrial areas.
• Travel to field site locations, training sessions, or conferences as required for property management duties.

Requirements

• Must be a U.S. Citizen.
• Must be determined suitable for federal employment.
• Must participate in the direct deposit pay program.
• New employees must successfully pass the E-Verify employment verification check.
• Current federal employees must serve at least one year at the next lower grade level (time-in-grade requirement).
• Retired military members appointed within 180 days of retirement are subject to provisions of 5 U.S.C. 3326.
• Males born after 12-31-59 must be registered for Selective Service.
• Must obtain and maintain a current valid U.S. driver’s license.
• Must obtain and maintain an interim and/or final security clearance prior to entrance on duty.
• Must wear personal protective equipment (e.g., helmets, gloves, coveralls, glasses, goggles, respirators, safety shoes) continuously during work shifts.
• Work is performed in areas with potentially harmful physical and chemical agents (e.g., fumes, dust, heat, radiation, chemicals). Participation in medical surveillance programs is required.
• May require travel to CONUS and OCONUS locations, including remote or isolated sites, via military or commercial aircraft for extended periods.
• May be temporarily assigned to field site locations for duty performance.

Qualifications

For the GS-11 level:

• One year of specialized experience equivalent to the GS-09 grade level, demonstrating:
• Broad, comprehensive knowledge of property accountability systems (e.g., DPAS) and expert skill in applying inventory procedures to large-scale, complex inventories.
• Experience as an inventory team leader, providing oversight and technical expertise to junior specialists.
• Independent judgment to resolve complex inventory discrepancies.
• Proficiency in developing, implementing, and monitoring property management programs, establishing policies, and interpreting regulatory guidelines (e.g., DoD Regulations, FAR).
• Ability to conduct extensive research, analyze systemic issues, and provide definitive solutions and recommendations.

For the GS-09 level:

• One year of specialized experience equivalent to the GS-07 grade level, demonstrating:
• Practical knowledge of property accountability systems and inventory procedures.
• Skill in conducting extensive inventory research to resolve discrepancies.
• Experience with recurring assignments and procedural operations related to inventory management, including tracing transactions and preparing entries for accountable property records.
• Effective oral and written communication to coordinate with personnel and resolve inventory discrepancies.

In lieu of specialized experience, you may qualify with the following education or a combination of education and experience:

• For GS-11:
  • Successful completion of a Ph.D. or equivalent doctoral degree; or
  • Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree; or
  • Completion of an LL.M. degree related to the position; or
  • A combination of experience and graduate education equating to one year of experience.
• For GS-09:
  • Successful completion of a master’s or equivalent graduate degree; or
  • Two full years of progressively higher-level graduate education leading to a master’s degree; or
  • Completion of an LL.B. or J.D. related to the position; or
  • A combination of experience and graduate education equating to one year of experience.
