INTERNATIONAL ENGAGEMENT SPECIALIST.

This position provides oversight for the Naval War College’s (NWC) international engagement activities with partner nations and organizations, ensuring high-level coordination and synchronization for engagement and development activities worldwide.

Responsibilities

• Collaborate with other U.S. Government agencies to strengthen the U.S. Government’s capacity to plan and conduct international engagement.
• Work closely with other government and civilian agencies on mutual international engagement partnerships and efforts.
• Advise senior leaders in the implementation of policies relating to international equities.
• Oversee the execution of an international program for the organization.

Requirements

• Must be a U.S. Citizen.
• Must be determined suitable for federal employment.
• Must participate in the direct deposit pay program.
• New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
• Current federal employees applying for GS jobs must serve at least one year at the next lower grade level (time-in-grade requirement).
• Appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to provisions of 5 United States Code 3326.
• Males born after 12-31-59 must be registered for Selective Service.
• Must obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty.
• Position may require travel from normal duty station to CONUS and OCONUS, including remote or isolated sites. Must be able to travel on military and commercial aircraft for extended periods.
• This is a Key Security Cooperation Workforce (SCW) position requiring DoD SCW Certification. Selectee must obtain and maintain certification within prescribed timeframes.
• Must complete 20 hours of Security Cooperation professional development continuous learning every two-year period to maintain good standing in the DoD Security Cooperation Workforce Certification Program.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must include:

• Developing and implementing strategies, policies, and actions to manage an international engagement strategy.
• Applying analytical processes to align Navy and Combatant Command theater security objectives with nation requirements.
• Planning and leading the execution of high-visibility engagements involving senior U.S. and international officials.
• Managing program resources, including budget formulation, execution, and oversight of large-scale initiatives, with a high degree of independence and responsibility for mission-critical outcomes.

Special Requirements

This is a Security Cooperation (SC) position. In accordance with DoD Instruction 5132.15, the incumbent must meet DoD SCW certification requirements applicable to the duties of this position:

• Basic-level Certification: One year to complete all required basic-level courses (all SCW members require at least basic-level certification).
• Intermediate-level Certification: One year to complete basic-level courses and 2 years to complete all required intermediate-level courses (3 years total).
• Advanced-level Certification: One year to complete basic-level courses, 2 years to complete intermediate-level courses, and 2 years to complete all required advanced-level courses (5 years total).
• Executive-level Certification: Three years to complete all required executive-level courses.

Failure to obtain DoD SCW certification within the required time may subject the incumbent to adverse action.
