International Cooperation Lead SETA
Position Overview
The International Cooperation Subject Matter Expert will provide leadership and guidance through their knowledge, experience and expertise working with International partners across a broad spectrum of research and development programs. The candidate will help draft documents in support of bilateral and multilateral agreements to help support the Department of War's cutting-edge technology to enable the delivery of impactful capability to the warfighter quickly.
About the Role
Guide and support the Director of International Engagements in establishing a robust and repeatable process for working with and engaging directly with international partners, establishing partnering and cooperative agreements in the best interest of the United States.
Responsibilities
- Provide subject matter expertise in the areas of international agreements/contracts and project arrangements as they pertain to RDT&E and prototyping efforts
- Interact with Service or Defense Agency Program Offices and other OSD offices in developing project agreements to support a broad range of programs across multiple different domains and technology readiness levels
- Draft and provide recommendations on the following items:
- Bilateral Security Agreements
- Project Arrangements
- Industrial Security Agreements
- Export Authorizations
- Making Manufacturing License Agreements
- Procurement contracts awarded to Foreign Contractors
- Additional ad-hoc requirements as needed
- Provide routine administrative support to the Director of International Engagements including but not limited to scheduling industry days, coordinating with vendors to develop performance work statements, concept of operations, as it pertains to the international cooperation agreements

- Provides critical support in multi-disciplinary, multi-agency integrated product team of professional acquisition personnel across multiple sites
- Conducts multi-disciplinary, multi-agency integrated product team of professional acquisition personnel across multiple sites
- Oversee collaborative development of requirements and programmatic documents (MOUs, EMTAs, SOWs, Project Outlines, etc.)
- Supports transition and transition partner Milestone Decision Authority gates and in support of Project Agreements and procurement
- Works closely with USD R&E
- Familiar with AUKUS Pillar 1 and 2, International Cooperation law and policy, 5 Points MOU etc.
- Performs special projects as desired
Qualifications
- Bachelor's degree in International Relations, Business, or Law
- 15 years of experience with 10 years of relevant experience in International Cooperation/Relations specifically within the DoD/DoW or relevant work history
- Master's degree or advanced degree, preferably in international law
- Experience supporting International Cooperation Offices/RDT&E organizations at the OSD/OSW Level
Preferred Qualifications
- Experience supporting International Cooperation Offices/RDT&E organizations at the OSD/OSW Level
- Familiar with AUKUS Pillar 1 and 2, International Cooperation law and policy, 5 Points MOU etc.
- Special projects as desired
Pay
$150,000 - $200,000 USD
