International Consultant to conduct training on renewable energy integration into central electricity grids (SSA)

Background: In 2025, the OSCE Programme Office in Dushanbe (POiD) supported capacity-building activities focused on renewable energy sources (RES) and project proposal development. Building on these efforts and in response to Tajikistan’s strategic priority of increasing the share of renewable energy in the national electricity mix, the POiD, in co-operation with the Ministry of Energy and Water Resources of the Republic of Tajikistan (MEWR), will organize a three-day Training of Trainers (ToT) for energy specialists from the Sughd Region in Khujand.

About the role

The development and integration of renewable energy sources into existing electricity systems represent important elements of Tajikistan’s ongoing energy transition. This ToT aims to strengthen the technical and practical skills of local energy specialists, enabling them to support current and future renewable energy initiatives and disseminate acquired knowledge within their institutions. The international consultant will support the preparation and delivery of the training programme, including the development of training materials, facilitation of technical sessions, and provision of practical guidance tailored to the needs of participating specialists.

Responsibilities

  • Review relevant project documents, training objectives, target group needs, and available materials, and develop a ToT programme, including training methodology, session structure, and knowledge assessment tools (pre- and post-training assessments).
  • Develop and deliver technical training sessions in Russian on renewable energy technologies, integration of renewable energy sources (RES) into electricity systems, and practical aspects of system installation, operation, and maintenance.
  • Facilitate practical exercises, technical discussions, and knowledge-sharing activities to strengthen participants’ ability to apply, replicate, and transfer acquired knowledge within their respective institutions.
  • Prepare and submit a final training report summarizing the activities conducted, key discussion points, participant feedback, lessons learned, and recommendations for future capacity-building activities.

Deliverables

  • Detailed ToT programme designed, including workplan, training methodology, and pre- and post-training assessments.
  • Training package prepared, including presentations, handouts, technical materials, practical exercises, and other supporting training resources.
  • Training of Trainers delivered, including practical exercises, facilitated discussions, and participant engagement activities.
  • Final training report prepared and submitted, including the complete package of training materials.

Requirements

  • An advanced university degree (Master’s or equivalent) in energy engineering, renewable energy, power systems, electrical engineering, or a related field.
  • At least seven years of professional experience in renewable energy, energy systems, including grid-connected renewable energy integration, power sector development, or related areas.
  • Demonstrated experience in the design, installation, operation, maintenance, or integration of renewable energy systems into electricity networks.
  • Proven experience in designing and delivering technical training programs, Training of Trainers (ToT) initiatives, or other capacity-building activities for energy professionals.
  • Good knowledge of renewable energy development trends, technologies, and policy frameworks, including their application in Central Asia.
  • Strong facilitation, communication, and presentation skills, with the ability to deliver practical and technically oriented training sessions.
  • Fluency in English and Russian; knowledge of Tajik would be an asset.
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
  • Ability and willingness to work as a member of a team, with people of different cultural, religious backgrounds, different genders, and diverse political views, while maintaining impartiality and objectivity.
  • Computer literate with practical experience using Microsoft applications.

Pay

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position, and in accordance with the OSCE established rates.

Duration of assignment: 10 days between September and October.
