Interdisciplinary Supervisory Civil Mechanical Electrical Electronics Engineer.

This is a temporary promotion, not to exceed one year, with the possibility of extension up to five years total. Upon termination, you will return to your original position of record or an equivalent role. If you are currently employed at a grade equivalent to or higher than the advertised position, this may be processed as a detail without a salary increase. Details are processed in 120-day increments and may be extended up to two years.

Responsibilities

• Supervise the development of a 3- to 5-year integrated work forecast for Transmission infrastructure projects, combining various programs into a single plan for strategic asset management.
• Direct the process of providing and updating typical and budget-level estimates for all projects, ensuring alignment with policy and best practices.
• Manage the risk-informed decision framework and related automated tools, integrating them into forecasting and portfolio management to support strategic decisions.
• Serve as a supervisor for the Portfolio Integration and Decision Support (TISI) organization, responsible for developing, implementing, and evaluating programs and policies to achieve Bonneville's strategic business objectives.
• Supervise a team that reviews planned versus actual new starts, uses reason codes, and develops forecasting and planning strategies to improve accuracy.
• Oversee investment portfolio nominations and the development of complete and policy-compliant business cases.

Qualifications

Basic Requirement: Degree in Engineering. The program must:

• Lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or
• Include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics:
  • statics, dynamics;
  • strength of materials (stress-strain relationships);
  • fluid mechanics, hydraulics;
  • thermodynamics;
  • electrical fields and circuits;
  • nature and properties of materials (relating particle and aggregate structure to properties); and
  • any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR a combination of education and experience that furnished:

• A thorough knowledge of the physical and mathematical sciences underlying engineering, and
• A good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

The adequacy of such background must be demonstrated by one of the following:

• Professional Registration or Licensure: Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE).
• Written Test: Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration.
• Specified Academic Courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences, including the courses specified in the basic requirements.
• Related Curriculum: Successful completion of a curriculum leading to a bachelor’s degree in an appropriate scientific field (e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology), provided the applicant has at least 1 year of professional engineering experience under professional supervision.

Specialized Experience Requirements: At least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service, defined as:

• Developing plans and documentation to support financial or other business unit requirements; and
• Applying strategic decision-making approaches to analyze, prioritize, and support planning for business unit project or system needs.
