About the role

This is a Direct Hire Authority (DHA) solicitation using the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

Responsibilities

• Implementing the government's Quality Assurance (QA) program, conducting QA/QC coordination meetings, and assessing contractor performance through daily field surveillance.
• Reviewing contractor submittals, shop drawings, and quality control plans to ensure compliance with contract documents.
• Performing contract administration in accordance with USACE policies. Preparing Project Management Plans (PMPs), determining the need for contract modifications, preparing cost estimates, and participating in negotiations.
• Assisting in the preparation of Project Management Plans (PMPs), determining the need for contract modifications, preparing cost estimates, and participating in negotiations.
• Reviewing and approving contractor payment requests.
• Applying knowledge of construction practices to assess the quality of work, investigate on-site problems, and develop solutions.
• Making immediate field decisions to clarify contract requirements and ensure projects proceed without delay.
• Maintaining continual surveillance over construction operations to ensure a safe work environment for all contractor and government personnel, in accordance with the USACE Safety and Health Requirements Manual (EM 385-1-1).

Requirements

• Education: All Professional Engineering Positions, 08XX. A degree in engineering or a combination of education and experience that includes a thorough knowledge of the physical and mathematical sciences underlying engineering and a good understanding of engineering sciences and techniques.
• Experience: At least one year of specialized experience in preparing data and construction daily reports, maintaining surveillance, managing construction processes, and reviewing contractor submittals.

Qualifications

• Professional registration or licensure as an Engineer Intern (EI), Engineer in Training (EIT), or Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
• Successfully passed the Fundamentals of Engineering (FE) examination or other written test required for professional registration by an engineering licensure board.
• Completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences, including specific courses in areas such as statics, dynamics, strength of materials, fluid mechanics, thermodynamics, electrical fields and circuits, and materials properties.
• Related curriculum: Degree in architectural engineering may be accepted as satisfying the basic requirements, provided the completed course work in architectural engineering provides knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in paragraph A.
• Experience: 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture, or 5 years of such experience in the absence of college courses.

Pay

• GS-11: $51,530 to $64,410 annually.
• GS-12: $64,410 to $79,390 annually.

Schedule

• Travel up to 25% of the time to work at construction locations may be required.
