Integrated Watershed Management Business Class Lead for Water Resource Plan Formulation

The Business Class Lead (BCL) will work with the Business Class Director (BCD) and HDR peers to monitor and improve technical competencies, staff development, and execution of water-resource planning that meets federal standards. The role promotes a quality culture, drives initiatives for growth and project delivery, and supports hiring, training, and career progression within this technical service area.
Responsibilities
- Foster a quality culture through project delivery excellence and staff coaching.
- Serve as a Quality Control lead, technical advisor, and technical lead (e.g., Project Manager or Task Manager) for specific projects.
- Work with project teams to align staff with delivery expectations and develop strategies for knowledge transfer and staff development in water-resource plan formulation.
- Lead or support Business Class-sponsored standards, guidelines, technical tools, checklists, workflows, and techniques to enhance service quality and efficiency.
- Promote forward-thinking delivery approaches, strategy, and technology adoption.
- Participate in tactical planning, engaging others within HDR to align initiatives with market drivers and client needs.
- Maintain awareness of industry trends and drivers.
- Implement actions associated with annual planning, including leading or supporting recruitment for key positions.
- Collaborate with client-facing and marketing staff to track, develop, and share qualifications and project approaches.
- Engage in specific pursuits as a lead or team member.
- Drive industry-facing strategies for the technical service area (e.g., professional association engagement, webinars, workshops).
Requirements
- Bachelor’s degree or equivalent experience.
- Minimum of 10 years of experience.
- Professional registration, license, or certification may be required based on role.
- Strong communication and listening skills.
- Ability to handle multiple assignments.
- Good leadership and organizational skills.

Preferred Qualifications
- Experience leading plan formulation for Federal clients.
- Specific experience with the USACE’s Principles, Requirements and Guidelines (PR&G).
- Demonstrated ability to lead multidisciplinary teams to successful project outcomes.

Pay
The expected compensation range for this position is $160,000–$250,000, depending on skills, experience, education, and geographical location.
