Specific Duties & Responsibilities
- Plan, organize, and conduct EVMS surveillance activities to ensure the shipbuilder's management control system complies with EVMS guidelines and provide timely indications of actual and potential problems.
- Conduct detailed analysis of the Shipbuilder's IMS for all OPCs; determine compliance with OPC Production Contract/CLIN requirements, DCMA standards, and ANSI-EIA 748 guidelines.
- Maintain OPC physical progressing model using Microsoft Project, SharePoint, and Power BI; audit shipbuilder reported physical progress as directed by the PMR.
- Affiliate in validating Shipbuilder EVM variance reports (CPR, CFSR, CCDR, IMS); reconcile reports and assess system health.
- Affiliate in determining PMB compliance and EAC analysis; review Contractor external cost and schedule reports.
- Identify and analyze schedule conflicts or delays; propose resolutions and provide input to risk management activities.
- Create and update the USCG OPC PRO program plan annually utilizing Primavera or MS Project, including WBS, work packages, task books, and time-phased costs.
- Conduct production surveillance in Shipbuilder facilities and onboard OPCs under construction; conduct CDRL review and generate contract correspondence.
- Prepare scheduling materials (Gantt Charts, Milestone Charts) and attend meetings; provide EVM and IMS status presentations.
Required Knowledge, Skills, And Abilities
- Comprehensive knowledge of shipbuilding processes.
- Proficiency in MS Project and Primavera scheduling software.
- Ability to produce EVM reports, briefs, and presentations.
- Knowledge of economic, statistical, accounting, and financial analysis principles and techniques.
- Familiarity with DCMA standards and ANSI-EIA 748 guidelines.
- Knowledge of DCMA and DCAA auditing organizations and the overall acquisition process.
- Knowledge of Microsoft Office suite including Word, PowerPoint, Power BI, and Excel.
- Physical ability to walk through an active shipyard and OPCs under construction.
Education, Certification And Experience
- Bachelor's degree in an engineering or related technical/business field required or Five (5) or more additional years of relevant experience, or EVM certification (EVMP or EVMD/EVMO).
- Minimum of five (5) years of experience supporting project management and shipbuilding processes required.
