Oconee Joint Regional Sewer Authority
In the late 1960s, Oconee County stakeholders identified the need to study the necessity and scope of a county-wide wastewater collection and treatment system to improve the water quality in the county by eliminating the sewer lagoons and old treatment works operated by Seneca, Walhalla, and Westminster. Act 950 was signed into law in October 1971, creating the Oconee County Sewer Commission, which was the forerunner of what would become the Oconee Joint Regional Sewer Authority (OJRSA). With 60% approval, the voters of Oconee County passed a resolution to approve the acquisition, construction, maintenance, and operation of a sewage waste disposal system, as they understood the endeavor would benefit the community and enhance economic development opportunities.
Responsibilities
- Participates in the design, fabrication, calibration, installation, maintenance and repair of agency instrumentation, electronics, controls equipment, and plant control systems (PCS).
- Inspects, troubleshoots, calibrates, repairs, replaces and/or modifies measurement, data acquisition and control instrumentation, electronic equipment and computer systems used to monitor, record and control process variables, including pressure, flow, temperature, motion, levels, chemical composition, etc.; which will incorporate as needed in the design and fabrication of process equipment systems.
- Designs, fabricates, programs, installs, troubleshoots, modifies, repairs, and monitors the operation of programmable logic controllers (PLCs) and plant control systems (PCS) using handheld devices and/or desktop or laptop computers.
- Inspects, troubleshoots, calibrates, repairs, replaces and/or modifies networking hardware such as Ethernet switches, Fiber Optic converters, Profibus Converters, etc.
- Performs field and bench repair of instrumentation, equipment, and computer assemblies.
- Ensures the timely resolution of equipment problems to minimize interruptions of service.
- Inspects and monitors the installation of electrical / electronic instrumentation and associated equipment during facility upgrades by outside contractors.
- Inspects all work in progress and at completion for compliance with applicable policies, procedures, regulations, and standards of quality and safety.
- Specifies and orders materials and supplies needed for daily work.
- Maintains accurate and complete maintenance records and prepares required reports; maintains equipment drawings / schematics; enters maintenance data into computerized maintenance management system.
- Maintains safe, clean, and orderly work areas.
- Affords coordination maintenance work with that of other divisions and departments as appropriate.
- Receives and responds to inquiries, concerns, complaints, and requests for assistance in areas of responsibility.
- Performs general clerical work as required, including but not limited to completing forms and reports, attending meetings, entering, and retrieving computer data, copying, and filing documents, answering the telephone, etc.
- Attends meetings, training, etc., as appropriate to enhance job knowledge and skills.
- Works on call as scheduled for emergency response.
Qualifications
- Vocational/educational preparation: Requires Associate’s degree, vocational technical degree or specialized training that is equivalent to satisfactory completion of two years of college education with emphasis in electronics technology, or a closely related field.
- Special certifications and licenses: Must possess and maintain a valid SC Driver's License. Must possess confined space entry certification and other safety certifications as deemed necessary. Optional - Biological Wastewater Operator Level “D” license as issued by SC LLR. May be required to obtain additional technical/safety certifications as deemed necessary by supervisor.
- Experience requirements: Requires over one (1) year and up to and including two (2) years of experience.
Skills
- Data involvement: Requires copying, transcribing, entering, or posting data or information on inspection forms or electronic devices, operating Computerized Maintenance Management System (CMMS) applications, Supervisory Control and Data Acquisition (SCADA) systems, Microsoft applications, Adobe Acrobat, and other such programs.
- People involvement: Requires effectively communicating with people in person, by phone, in writing, or using a computer to convey or exchange information of a technical nature; there will be occasional interaction with the public by fielding phone calls, assisting with site tours, etc.
- Involvement with things: Requires using a motor vehicle, pumps, presses, dump truck (non-CDL), laboratory equipment, safety equipment and devices, setting up and operating a wastewater sampler, and using other specialized equipment that that requires extended training and experience; may involve calibration and testing of devices.
- Reasoning requirements: Requires understanding and strictly adhering to industrial processes and wastewater technologies, sampling methods, analytical procedures, recordkeeping, flow measuring, and safety/security requirements.
- Mental requirements: Requires doing clerical, manual, or technical tasks prescribed by standard practices, but which may require computation, the use of several procedures simultaneously, and the use of independent judgments with obvious choices; requires acute attention to detail in order to obtain accurate results.
