About the role

OBXtek is seeking a senior Instructional Delivery Specialist who will work collaboratively with various stakeholders in the instruction, design, development, and conceptualization of inter-directorate and intra-office curricula. This position requires professional experience in leadership and/or management, along with training or experience in applying best practices in instructional methodologies. The incumbent will maintain proficiency in instructing all created materials while working closely with program offices and subject matter experts to design, develop, and maintain curriculum. The role requires general direction, limited supervision, and independent judgment to navigate established program policies and procedures.

Responsibilities

  • Complete self-paced comprehensive study by mastering all courses in designated discipline and other TSE topics to teach multiple training topics covering at least 25 instructional days of course materials, within 12 months of hire.
  • Manage and evaluate instructors for certification evaluation programs to ensure they are properly trained in current instructional methods, principles of adult learning, and applicable subject matter.
  • Apply principles of Adult Learning Theory, Bloom’s Taxonomy, and ELM to all phases of the curriculum design process to develop instructor-led training, eLearning, and blended learning.
  • Serve as the Instructional Design expert at every facet of the instructional design process to design, develop, and implement training curriculum for new course proposals, course redesign, course revisions, and instructor performance evaluations.
  • Manage course evaluations for alpha, beta, and pilot testing to ensure training curriculum adheres to adult education standards and ELM principles.
  • Manage multiple projects with overlapping requirements to provide necessary support and weekly updates of course activities to achieve rapid development timelines.
  • Provide curriculum management by maintaining all curriculum records, scheduling curriculum reviews, conducting quality control reviews, implementing recommendations, and tracking revision history.
  • Develop learning goals and objectives, lesson plans, presentations, activities, practical assessments, and other course materials for instructor-led training, eLearning, and blended learning.
  • Lead, develop, and analyze needs assessments for course development, course evaluation, and instructor evaluation to recommend training solutions.
  • Evaluate courses and learning objectives to develop Kirkpatrick Level I, II, and III assessments, as well as questionnaires and user surveys.
  • Serve as an ISD instructor to facilitate and train staff on the curriculum design process, principles of Adult Learning Theory, Bloom’s Taxonomy, and ELM.
  • Perform instructor certification evaluations to ensure instructors are properly trained in current instructional methods, principles of adult learning, and applicable subject matter.
  • Obtain and maintain TSE-certified instructor certification within 12 months of hire.

Requirements

  • Bachelor’s degree with a concentration in adult learning, education, or curriculum development; master’s degree preferred.
  • 8+ years of professional experience working in a collaborative environment in instructor and leadership curriculum design and development based on instructional systems design, education and adult learning principles, ELM principles, Bloom’s Taxonomy, cooperative learning, programming, and authoring tools.
  • 4+ years in public speaking, delivering briefings, or instructing in formal learning environments.
  • 3+ years of experience in supporting Department of State installations is desired.

  • Professional knowledge in leadership training and best practices.
  • Advanced knowledge and experience working in all five phases of the Instructional Systems Design model and creating assessments.
  • Demonstrated skill in shifting approach in response to the demands of changing situations.
  • Strong interpersonal and organizational skills; high attention to detail, self-starter, results-driven, and ability to follow through on details.
  • Excellent writing, proofreading, and design skills to develop training course materials.
  • Excellent organizational and time management skills.
  • Must possess excellent written and spoken use of the English language.
  • Professional proficiency in Microsoft 365 and SharePoint applications.
  • Top Secret clearance required.
