Core Responsibilities
- Design and deliver structured training programs on IG fundamentals, principles, and advanced oversight topics tailored to partner institutional needs.
- Facilitate classroom-based and scenario-driven workshops on inspections, investigations, audits, and compliance processes using adult learning methodologies.
- Mentor and advise partner personnel on IG best practices, ethical standards, and regulatory compliance frameworks, with a focus on sustainability and capacity building.
- Develop instructional materials, case studies, and simulation exercises aligned with U.S. IG doctrine (e.g., DoD IG, CIGIE, GAO Yellow Book) and adapted to host-nation legal frameworks.
- Conduct training needs assessments and evaluate participant progress through feedback mechanisms, assessments, and practical exercises.
- Provide on-the-job coaching and field-based guidance to local IG trainees during mock inspections, audits, and investigations.
- Collaborate with leadership and counterparts to refine training curricula and institutionalize oversight functions through knowledge transfer and repeatable instructional models.
- Support the creation of standard operating procedures (SOPs), inspection checklists, and reporting templates to reinforce classroom instruction with operational tools.
- Promote a culture of accountability, transparency, and ethical conduct by equipping participants with the knowledge and confidence to lead internal oversight efforts.
Minimum Qualifications
- Minimum 10 years of experience in a U.S. Inspector General office (DoD, service component IG, federal agency IG, or similar), with demonstrated expertise in inspections, investigations, audits, or compliance oversight.
- Extensive familiarity with U.S. IG frameworks and standards, including the Department of Defense Inspector General (DoD IG) guidance, TIGS, CIGIE Quality Standards, GAO Yellow Book, and federal ethics regulations.
- Direct experience conducting or instructing on IG-related functions, including investigations, inspections, audits, complaint resolution, or whistleblower protection.
- Bachelor's degree in Public Administration, Criminal Justice, Law, or a related field; Masters degree preferred.
- Strong communication skills, including experience delivering presentations, conducting workshops, and producing written reports or instructional materials.
- Willingness and availability to deploy overseas for short-term assignments.
Preferred Qualifications
- Graduate of a recognized Inspector General school or certification program (e.g., DoD IG School, TIGS, CIGIE).
- Familiarity with procurement integrity of the acquisition cycle.
- Experience training, mentoring, or coaching personnel, preferably in a formal instructional or leadership development capacity within the U.S. government or military.
