About the role

You will serve as an IT Specialist (INFOSEC/CUSTSPT) in the Networks Services Branch, C4 Shore Infrastructure Planning Division, Plans, Programs and Requirements Department at Naval Computer and Telecommunications Area Master Station Pacific.

Responsibilities

  • Implement networking policies, directives, standards, and procedures on technical and funding issues relating to the management and operations of NCTAMS PAC and facilities for the Department of the Navy (DON).
  • Plan and program new networks, base telecommunications systems, and modernization upgrades.
  • Provide recommendations and decisions on issues, problems, and unusual technical situations involving policy and interpretation of conflicting standards, regulations, and procedures.
  • Develop mid and long-range plans related to Government Cost Estimates (GCE) to budget and program for future networking services.
  • Perform evaluations of the command’s work centers business processes to develop IT tools solutions to create efficiencies in time on task and operating costs.
  • Act as the Contracting Officer’s Representative (COR) or the Alternate Contracting Officer’s Representative (ACOT).
  • Assist in the preparation of financial and Life Cycle Management (LCM) documentation for new acquisitions as well as for the operation and maintenance of existing systems.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Cyberspace Workforce position, work role code 431/411, proficiency level INTERMEDIATE. The incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.
  • You must be able to obtain Contracting Officer's Representative (COR) certification within 90 days of onboarding and maintain it.
  • The work requires standing, climbing, sitting, kneeling, and various degrees of manual dexterity for long periods of time to inspect and test systems and equipment. The work may involve lifting and moving electronic equipment.
  • The incumbent will be required to walk over rough and uneven terrain to inspect systems and facilities, and climb exterior ladders/stairs to gain access to work spaces and elevated equipment rooms.

Applicants must have directly applicable experience demonstrating the following competencies:

  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples include providing definite conclusions, recommendations, and concise reports or documentation.
  • Customer Service - Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations. Examples include providing policy guidance for allocation requests for Government-owned lease assets and issuance of leasing orders for commercial assets.
  • Oral Communication - Expresses information effectively, taking into account the audience and nature of the information. Examples include managing and validating command's telephone requirements.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples include adapting general networking and telecommunications standards, practices, and theories to unique situations.

In addition to the competencies above, qualifying experience includes:

  • Recommending or developing policy, procedures, and techniques to resolve problems or difficult situations involving complex hardware and software systems.
  • Validating vendor invoicing for accuracy and alignment to contract expectations.
  • Evaluating numerous alternatives to recommend unique configurations to support extensive or complex networks.
  • Using both local and cloud-hosted web technologies, collaboration tools, and IT computing environments to determine improvements and solutions.
