INFORMATION TECHNOLOGY SPECIALIST II

About the role

Under general direction of the Web Applications Bureau Chief, IT Manager I, the IT Specialist II (ITS II) is responsible to be the technical lead and architect for development, implementation, maintenance and support of multifaceted enterprise level software solutions. The IT Specialist II meets these responsibilities by leading Information Technology (IT) projects and by performing under general supervision, acts as a team leader on the more complex systems software projects, and/or works independently as a high-level technical specialist on the more complex systems assignments. This is the expert specialist level.

Responsibilities

• Lead the design, architecture, and technical direction for web application solutions across projects.
• Provide hands-on technical leadership to development teams, including guidance on coding standards, best practices, and modern web technologies.
• Oversee application integration strategies, API design, and system interoperability.
• Conduct technical assessments, feasibility studies, and impact analyses for new initiatives and enhancements.
• Collaborate with project managers, business analysts, and stakeholders to translate business requirements into scalable technical solutions.
• Drive modernization efforts.
• Ensure that applications meet performance, scalability, and accessibility requirements, including ADA compliance.
• Perform code reviews, troubleshoot complex issues, and provide technical mentoring to team members.
• Support risk identification, technical mitigation strategies, and implementation of secure development practices.
• Develop architectural documentation, diagrams, and standards for current and future-state systems.
• Evaluate new tools, frameworks, and technologies for potential adoption.
• Coordinate with infrastructure, security, and data teams to ensure alignment with statewide enterprise architecture.
• Serve as a technical escalation point for production issues, ensuring timely resolution and root cause analysis.
• Promote knowledge sharing, best practices, and continuous improvement across development teams.

Qualifications

This position requires a Background Investigation be cleared prior to being hired and is subject to fingerprinting clearance by the Department of Justice. Candidates who reside outside of the State of California may be admitted to the job interview, but they must provide proof of residence in California prior to being eligible for appointment.

Pay

$8,625.00 - $11,557.00 monthly (New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable).

Schedule

This position will be required to follow the 4 day Return to Office Mandate. Telework: Hybrid. Permanent, Full Time.
