About the role

The Senior Information Technology Director is responsible for planning, directing, securing, and managing the County’s information technology systems, services, infrastructure, data resources, digital operations, and technology governance programs. This role provides leadership for technology strategy, cybersecurity, artificial intelligence and data governance, service delivery, budgeting, project management, vendor coordination, business continuity, and the effective use of technology to support County departments, employees, elected officials, and the public.

Responsibilities

  • Establishes technology strategy, governance, policies, standards, priorities, and service delivery practices to support County operations, public services, regulatory obligations, and organizational goals.
  • Provides leadership and oversight for information technology operations, cybersecurity, artificial intelligence and data governance, infrastructure, enterprise systems, digital services, business continuity, technology procurement, vendor management, and major technology initiatives.
  • Serves as a strategic partner on the County Manager’s Management Team. Provides leadership to county department heads, assists with general problem resolution, participates in the development of the overall county budget.
  • Prepares clear and concise documentation, summaries, reports, policies and other written materials such as monthly department reports and project status updates.
  • Attends all Board of County Commissioner regular meetings and work sessions and oversees the production, recording and live streaming of meetings, as requested.

Requirements

  • Graduation from an accredited college or university with a bachelor’s degree in information technology, computer science, cybersecurity, information systems, public administration, business administration, or a related field, and at least seven years of progressively responsible information technology experience, including three years of supervisory or management experience, or an equivalent combination of training and experience sufficient to successfully perform the essential duties of the position.
  • CJIS Certification Required.
  • Must be a Certified Government Chief Information Officer (CGCIO) or obtain within two years of employment.
  • Must reside in Craven County or establish and maintain residency in Craven County within eighteen (18) months of employment.

Skills

  • Thorough knowledge of information technology principles, practices, systems, infrastructure, hardware, cybersecurity, data management, digital services, and technology governance in a public-sector environment.
  • Considerable knowledge of technology planning, budgeting, procurement, project management, vendor management, contract administration, policy development, service delivery, and organizational change management.
  • Ability to provide strategic leadership, plan and implement new or improved programs or services, supervise and develop staff, establish priorities, manage complex projects, evaluate technology needs, and align technology resources with County goals and operational requirements.
  • Ability to analyze complex technical, operational, security, and organizational issues; develop practical recommendations; communicate effectively with technical and non-technical audiences orally and in writing; and maintain effective working relationships with County leadership, departments, elected officials, vendors, partner agencies, and the public.

Qualifications

  • Physical Requirements: Light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and negligible amount of force constantly to move objects; work requires stooping, kneeling, crouching, crawling, standing, walking, pushing, pulling, lifting, grasping, fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth and color perception, extensive reading, preparing and analyzing figures and written or computer data, operation of machines, visual inspections of computer parts and automated data, determining accuracy, neatness and thoroughness of work and observing general surroundings and activities; operates a computer terminal, performs mechanical tasks in the computer environment, the worker is not subject to adverse environmental conditions.
