About the Role
The Enterprise Technology Services Division (ETSD), part of the Office of the State Court Administrator (OSCA) within the Oregon Judicial Department (OJD), is hiring an Information Technology Developer to join our team in Salem, Oregon. ETSD provides business solutions, system support, technology vendor management, and information security for OJD. In this role, you will work alongside other developers to build, support, and maintain custom web applications and integrations while ensuring compliance with statewide business rules, security requirements, CIS Controls, software development lifecycle, and other applicable standards.
You will collaborate closely with both technical and non-technical users, stakeholders, and project managers to gather use cases, business processes, and requirements and to establish timelines. After attending the CSSLP course from ISC2 within the first year of hiring, you will act as the team member responsible for championing the team’s adherence to CIS Controls.
This is a full-time, FLSA-exempt position with a work schedule of 8:00 a.m. to 5:00 p.m., Monday through Friday, with occasional work outside these hours. Hybrid work may be available, but onsite availability is required as directed for project management and other assignments. Travel to court locations throughout the state, including possible overnight stays, is required.
Responsibilities
- Design, develop, implement, support, and maintain custom web and Windows applications using C#, ASP.NET, HTML, CSS, and JavaScript.
- Build and integrate REST and SOAP APIs, work with JSON, XML, and external service integrations.
- Develop and maintain CI/CD pipelines using Azure DevOps or GitHub Actions.
- Automate build, deployment, testing, or workflow processes to improve reliability and reduce manual effort.
- Use Git source control, branching strategies, and pull request workflows.
- Test, troubleshoot, and optimize solutions for performance, security, scalability, and maintainability.
- Ensure adherence to secure development lifecycle practices and CIS Controls.
- Work with application security scanning platforms (e.g., Black Duck, SCA/SAST tools).
- Conduct peer reviews, provide constructive feedback, and ensure adherence to team-defined coding standards.
- Communicate complex technical information clearly to audiences with varied technical backgrounds.
- Provide training and support to end-users and resolve technical issues statewide.
- Create and maintain technical documentation, including design specifications, architectural descriptions, user guides, and operational procedures.
- Promote adoption of shared platforms and standards across cross-functional teams.
- Plan, organize, and prioritize daily work demands in a limited time frame.
Requirements
- Bachelor’s degree in computer science, information technology, or a related field.
- Four (4) years of technical experience in application support and development OR any combination of education and experience equivalent to eight (8) years that supports the required knowledge, skills, and abilities.
- Possession of a current driver’s license in good standing, an acceptable driving record, and the ability to obtain or maintain a driver’s license in Oregon for work-related travel.
Qualifications
- At least four years’ experience designing, developing, implementing, supporting, and maintaining web and Windows applications using C# and ASP.NET, HTML, CSS, and JavaScript.
- Proficiency with Visual Studio and Visual Studio Code.
- Experience with modern JavaScript frameworks such as Node.js and Vue.js.
- Demonstrated skill with SQL Server, including writing performant T-SQL queries, stored procedures, SQL programmability functions, and proficiency using SQL Server Management Studio (SSMS).
- Experience with data integration frameworks and tools such as BizTalk, SSIS, or similar platforms.
- Experience developing and maintaining CI/CD pipelines using Azure DevOps or GitHub Actions.
- Experience automating build, deployment, testing, or workflow processes.
- Experience using Git source control, branching strategies, and pull request workflows.
- Experience with secure development lifecycle practices and CIS Controls.
- Experience working with application security scanning platforms (e.g., Black Duck, SCA/SAST tools).
- Skill conducting peer reviews, providing constructive feedback, and ensuring adherence to coding standards.
- Ability to communicate complex technical information clearly to audiences with varied technical backgrounds.
- Experience following established business processes, procedures, standards, and documentation guidelines.
- Experience creating and maintaining technical documentation, including design specifications, architectural descriptions, user guides, and operational procedures.
- Familiarity with UI/UX best practices to deliver intuitive, accessible user experiences.
Working Conditions

Pay
Salary range: $8,558 – $13,277 monthly. Starting pay for candidates new to OJD is typically up to the fourth step of the salary range; exceptions are rare but may be made depending on experience, pay equity, and administrative discretion. Salary offers are made with consideration of the candidate’s education and experience.
Interview Process
- Due to high application volume, interviews may take several weeks to schedule after the job posting deadline.
- The interview process consists of a minimum of two rounds: the first is virtual, and the second (and third, if needed) is in person at the Salem, Oregon facilities.
- OJD does not cover travel expenses for on-site interviews.
