INFORMATION SYSTEMS ANALYST V (SR-24)
About the role
The Department of Management and the Department of Police are seeking an experienced IT professional to lead the development and implementation of information technology systems.
Responsibilities
- Manages the County of Maui’s desktop and mobile device infrastructure, including system monitoring, operating system deployment, software packaging and distribution, and troubleshooting diagnostics.
- Supervises the Systems team in managing virtual infrastructure, data centers, and identity & access management.
- Coordinates with the Network team to manage the entire network infrastructure, including Lanai, Molokai, and Hana.
- Manages IT Enterprise projects, including portfolio management, project management, and organizational change management.
- Liaises with departments and vendors to implement and manage enterprise and business applications.
Requirements
This position requires a combination of education and experience, including a bachelor's degree in a relevant field and at least 3.5 years of data processing experience in information systems analysis. Specific certifications or licenses may be required based on the position.
Qualifications
Must demonstrate the ability to plan and direct the work of others, analyze and apply machine capabilities to data processing operations, understand the legal and procedural requirements, and work cooperatively with manufacturers' representatives, departmental officials, and others.
Skills
Knowledge of principles and practices of public administration, supervision, organization and management; information systems and analysis, design and development; office systems and procedures; computer programming techniques; technical aspects of information technology; local and wide area network systems; research and analytical methods and techniques; principles of report writing.

Pay
Appointment may be made at any rate within the salary range from SR-24D ($6,221) to SR-24K ($8,187) per month.

Portfolio and Project Management
Responsible for the management of IT Enterprise projects throughout the County of Maui, including intake and assessment of IT project proposals, establishment of Project Management and Organizational Change Management processes, and business relationship, vendor, and all other stakeholder management.
Enterprise and Business Applications
Responsible for the implementation and management of Enterprise and Business Applications throughout the County of Maui, including liaison and business relationship management between IT, the business, vendors, and other stakeholders, business consultation, review of project proposals, management of requirements and business process analysis, system specification documentation, application and/or integration development, implementation and application configuration, report development, software upgrade management, testing, change control and organizational change management, and application maintenance and support.
Distinguishing Characteristics
This class is distinguished by its responsibility to analyze, design, develop and implement overall information technology systems for a major functional area requiring the integration and coordination of several sub-sections and which, in addition, may involve the supervision over assigned subordinates.
Minimum Qualification Requirements
A combination of education and experience substantially equivalent to graduation from an accredited college or university with a bachelor's degree and three and one-half (3 ½) years of data processing experience in information systems analysis which involved the conduct of feasibility studies and the analysis and design of information technology systems, at least one year of which must been at the fully competent level comparable to the Information Systems Analyst IV level class; supplemented by experience which demonstrates the ability to plan and direct the work of others; and, as applicable for positions requiring specific specializations, one year of experience in the applicable specialty area.
License Requirement
Possession of a valid motor vehicles operator's license (Type 3).
