Employees assigned to St. Louis Lambert International Airport may be eligible for a commuting allowance of $180.00 bi-weekly.

Responsibilities

• Ensure the stability and security of both cloud and on-premise networks/systems, STL campus fiber network support for internal/external users, and STL internal WIFI network and all networked devices.
• Responsible for STL Backup and Recovery as well as management of remote disaster recovery sites with the capability of running STL critical systems remotely in a virtual environment.
• Provide oversight for systems patch management and addressing critical system remediation.
• Monitor Security IDS systems as well as malware prevention systems and manage email protection systems.
• Maintain Security Awareness training and phishing testing campaigns targeted to internal users.
• Serve as the main point of contact for TSA cybersecurity inspection and reporting process.
• Manage the Contracted CISO to manage STL security policies and procedures and reporting requirements.
• Manage STL firewall systems and maintain various VPN connections for individual users as well as IPSEC tunnel to offsite contract support and remote facility connectivity.
• Manage through contract support STL’s Security Access Control/ID systems, CCTV viewing and archiving systems, Campus Audio paging, digital directories, flight information systems, energy management reporting systems as well as connectivity to the contract managed Baggage control system.
• Manage the systems including the various integrations between all the systems’ internal as well as external data sources and/or repositories.
• Provide coordination for tenant data distributions including pathway determinations as well as dark fiber allocation.
• Stay abreast of emerging technologies and recommend strategies to ensure STL offers innovative solutions to customers.
• Manage the AIT staff of 17 employees and various contractors, supporting STL campus internal systems.
• Plan, organize, and manage staff and overall operations to ensure the stable operation of the organization's IT infrastructure.
• Ensure the stable operation of the in-house computer network, including planning, developing, installing, configuring, maintaining, supporting, and optimizing all network devices (PCs, laptops, tablets, printers, and other networked devices).
• Oversee the STL help desk operations and ensure proper staff management to meet service level agreements.
• Oversee the design, installation, and optimization of STL cloud environment and related components to achieve high performance of supported business applications.
• Develop processes and procedures for ongoing management of the cloud environment.
• Oversee the physical security, integrity, and safety of on premise data centers.
• Serve as STL Security contact for internal and external agencies, assessing and holistically managing all aspects of risk brought to bear on the enterprise by IT security and legislative/regulatory compliance issues.
• Stay abreast of the current cyber security landscape and ensure mitigations are in place to minimize any known risks.
• Develop and maintain both disaster recovery and business continuity plans.
• Responsible for putting policies and procedures in place to ensure assets are inventoried and properly accounted for.
• Communicate the current priorities of the IT department to staff, which ultimately come from the priorities of the current elected administration.
• Support the formulation of an STL strategic plan and actively participate in the implementation of that plan, ensuring staffing aligns to the set priorities.
• Communicate effectively with both non-technical customers about recommended solutions and with technical staff regarding the deployment of agreed-upon solutions.
• Represent STL on technology planning teams and provide advice and counseling to planning members to ensure enterprise guidelines are adhered to when considering new technologies.
• Ensure smooth transitions when new technologies are launched.
• Monitor project timelines with direct reports, manage project risks, assist with clearing roadblocks, and re-allocate resources as necessary.
• Develop metrics to measure project status and project leader performance.
• Determine staff, material, and equipment needs for supporting the infrastructure and recommend/justify budgetary requests for resources, including use of bond funds and capital improvement funds.
• Manage any contracts or vendor agreements relative to network support.

Qualifications

• A Bachelor’s degree in Information Technology, Computer Science, Computer Engineering or other closely related information technology degree; plus six years of network security and database administration experience in Information Technology project management and deployment.
• OR an equivalent combination of education, training and experience.

Veterans Preference Points

City Residence Preference Points

City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points. City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.

Other Requirements

• Must be available to work varying shifts including nights, weekends, holidays, and overtime as needed.
• A ten year background investigation will be conducted in accordance with FAA regulations for positions at St. Louis Lambert International Airport.
