About the role

The Information Owner aligns the Customer Experience with the enterprise information architecture and corporate strategy, collaborating with enterprise and solution architects, business process owners (BPO), and subject matter experts (SME) from cross-functional Business and IT areas. This role supports operational data usage, analytics, and data integration work, acting as a thought leader for transformational efforts that align technology and data assets to serve customers seamlessly across all product lines.

The Information Owner develops and oversees a scalable data usage framework, delivering clear business rules to enable enterprise-wide consumption and utilization of information. This senior leadership role executes Enterprise Delivery roadmaps, supports solution development in a demanding environment, and leads data stewards and analysts in collaboration with key data consumers.

Responsibilities

  • Direct consumers of data on utilization best practices, including data stewards, analysts, data architects, and developers.
  • Lead the development and approval of data terms; serve as the ultimate owner of definitions and artifacts.
  • Define and approve data quality rules and thresholds for use.
  • Define and approve data movement authorization requests.
  • Prioritize data quality initiatives and lead remediation efforts.
  • Communicate data standards to ensure accurate and consistent use of data; ensure business rules and requirements are reflected in data design, focusing on member experience and operational data utilization.
  • Establish collaborative, cross-functional relationships to drive enterprise data architecture and utilization decisions.
  • Collect and understand business requirements, socialize ideas, and document business rules specific to data usage patterns.
  • Partner with business stakeholders, management, and teams to identify needs and support cost-effective, high-performance technology capabilities using enterprise information architecture principles.
  • Provide thought leadership for complex data integration and management solutions that are innovative, scalable, and adhere to best practices, including data modeling, access, integration, visualization, discovery, and database design.
  • Practice self-leadership and promote learning; provide technical guidance, mentorship, and training for team members assisting in data access and utilization.
  • Develop and perform continuous systems and data analysis to ensure high-quality data management.
  • Support the build-out of the Data Warehouse, Data Marts, and other operational data stores.

Requirements

  • Bachelor’s degree in Computer Science, Information Systems, Engineering, or a related field.
  • Five (5) years of experience in the healthcare insurance industry working with Centers for Medicare & Medicaid Services (CMS) or New York State Enrollment data, focused on business outcomes, data analytics, reporting, technical design, and solutions.
  • Five (5) years of experience performing data visualization and storytelling using data insights with SQL.
  • Five (5) years of experience performing reporting and data analysis using Excel or other business intelligence reporting tools.
  • Five (5) years of experience developing solutions for healthcare integrated applications and their technical problems.
  • Five (5) years of experience defining, solutioning, and testing healthcare enrollment and billing business requirements for New York Health Insurance Plans.
  • Five (5) years of experience parsing, handling, and interpreting Healthcare Electronic Data Integration (EDI) HIPAA transactions.
  • Two (2) years of experience integrating EDI Healthcare inbound and outbound data exchange applications using EDI B2B tools and Microsoft .Net programming language.
  • Two (2) years of experience using data analytics tools to analyze, manage, and maintain membership records on healthcare systems.
  • Experience analyzing and communicating technical changes implemented by New York State of Health (NYSOH) and their impact on healthcare enrollment and billing systems.
  • Experience using metrics and analytics to identify and define system changes for supporting healthcare enrollment and billing processes.
  • Experience quantifying and qualifying healthcare enrollment and billing issues concisely and effectively.
  • Microsoft Certified Professional (preferred).

Pay

Greater New York City Area (NY, NJ, CT residents): $169,541 - $185,000

All Other Locations (within approved locations): $169,541 - $185,000

Compensation will be contingent upon work experience, education, licenses, certifications, and other factors deemed pertinent to the hiring decision.
