About the role

The Information Owner is responsible for aligning the Customer Experience with the enterprise information architecture and corporate strategy. This role collaborates with enterprise and solution architects, business process owners (BPO), and subject matter experts (SME) from cross-functional Business and IT areas to support operational data usage, analytics, and data integration work.

The Information Owner acts as a thought leader supporting transformational efforts that align technology and data assets to service customers seamlessly and integrated across all product lines. This role is responsible for developing and overseeing a scalable data usage framework by delivering clear business rules to enable consumption and utilization of information across the Enterprise. The Information Owner plays a leadership role in executing Enterprise Delivery roadmaps and supports solution development in a highly demanding environment, leading data stewards and analysts while collaborating with key data consumers.

As a Senior Leader at Healthfirst, the Information Owner works under limited supervision, requiring no instructions on routine work and only general instructions on new assignments. This role has decision rights and accountability for data collection, movement, quality, definitions, retention, and use by both internal and external data consumers.

Responsibilities

  • Directs consumers of data on utilization best practices, including data stewards, analysts, data architects, and developers.
  • Leads the development and approval of data terms; serves as the ultimate owner of definitions and artifacts.
  • Defines and approves data quality rules and thresholds for use.
  • Defines and approves data movement authorization requests.
  • Prioritizes data quality initiatives and leads remediation efforts.
  • Communicates data standards to ensure accurate and consistent use of data; ensures data business rules and requirements are reflected in data design, focusing on member experience and operational data utilization.
  • Establishes collaborative, cross-functional relationships; communicates information and provides advice to drive enterprise data architecture and utilization decisions.
  • Works with business users to collect and understand requirements, socialize ideas, and document business rules specific to data usage patterns.
  • Partners with business stakeholders, management, and teams to identify needs and support the delivery of cost-effective, high-performance technology capabilities using enterprise information architecture principles and core data assets.
  • Provides thought leadership to cross-functional teams for implementing complex data integration and management solutions that are innovative, scalable, and adhere to best practices, including data modeling, access, integration, visualization, discovery, database design, and implementation.
  • Practices self-leadership and promotes learning in others; provides technical guidance, mentorship, and training for team members assisting in data access and utilization.
  • Develops and performs continuous systems and data analysis to ensure data is managed and maintained with high quality.
  • Supports the build-out of the Data Warehouse, Data Marts, and other operational data stores.

Requirements

  • Bachelor’s degree in Computer Science, Information Systems, Engineering, or a related field.
  • Five (5) years of experience in the healthcare insurance industry working with Centers for Medicare & Medicaid Services (CMS) or New York State Enrollment data, focused on business outcomes, data analytics, reporting, technical design, and solutions.
  • Five (5) years of experience performing data visualization in the healthcare industry and storytelling using data insights with SQL.
  • Five (5) years of experience performing reporting and data analysis using Excel or other business intelligence reporting tools.
  • Five (5) years of experience developing solutions for healthcare integrated applications and addressing their technical problems.
  • Five (5) years of experience defining, solutioning, and testing healthcare enrollment and billing business requirements for New York Health Insurance Plans.
  • Five (5) years of experience parsing, handling, and interpreting Healthcare Electronic Data Integration (EDI) HIPAA transactions.
  • Two (2) years of experience integrating EDI Healthcare inbound and outbound data exchange applications using EDI B2B tools and Microsoft .Net programming language.
  • Two (2) years of experience using data analytics tools to analyze, manage, and maintain membership records on healthcare systems.
  • Experience analyzing and communicating technical changes implemented by New York State of Health (NYSOH) and their impact on healthcare enrollment and billing systems.
  • Experience using metrics and analytics to identify and define system changes for supporting healthcare enrollment and billing processes.
  • Experience quantifying and qualifying healthcare enrollment and billing issues concisely and effectively.
  • Microsoft Certified Professional (preferred).

Pay

Greater New York City Area (NY, NJ, CT residents): $169,541 - $185,000

All Other Locations (within approved locations): $169,541 - $185,000

Salary and related compensation elements are contingent upon work experience, education, licenses, certifications, and other factors deemed pertinent to the hiring decision.
