Information Operations (IO) Planner / Analyst
Job Objective
Under a five-year contract, the Information Operations (IO) Planner / Analyst will support the United States Marine Corps Forces, Central Command (MARCENT) and subordinate commands.
Responsibilities
- Provide information operations (IO) planning analysis services
- Attend USCENTCOM conferences, MARCENT working groups, Battle Rhythm events, and provide conference summary reports and presentations to MARCENT personnel
- Afford subject matter expertise (SME) on IO, Military Information Support Operations (MISO), Electronic Warfare (EW), Offensive Cyberspace Operations, Military Deception (MILDEC), Special Technical Operations (STO), Interagency coordination, and non-lethal targeting
- Afford assistance with MARCENT staff reviews of USCENTCOM planning products and generate responses to USCENTCOM for MARCENT submission
- Support the development of Component supporting plans to Combatant Command OPLANs and CONPLANs
- Attend joint, bi-lateral, multi-lateral and coalition planning conferences/working groups
- Provide IPRs on planning efforts to the MARCENT Commander and MARCENT staff, as required
- Afford assistance in the development of assessments, briefs, information papers, and standard naval messages
- Serve as an expert on all matters involving Special Technical Operations (STO), Special Access Programs (SAP), and programs with Special Access Required (SAR), Sensitive Compartmented Information (SCI) and other classified program issues for MARCENT
- Afford assistance to the MARCENT STO Chief with the maintenance of MARCENT’s STO and SAP facility
- Ensure that MARCENT maintains STO/SAP/SAR/SCI accreditation to support the commander’s mission
- Conduct periodic quality control review to determine whether the analytical and decision-making processes comply with regulatory directives, and the MARCENT STO/SAP facility maintains a degree of flexibility as required by the commander
- Facilitate the screening, initial training and periodic retraining of approximately 30 personnel for SAP access
Requirements
- Must possess a current US Passport with ability to travel and work overseas
- Must be able to meet COMSEC briefing and Local Element management certification requirements available under the OPNAVINST 2201.4, DoD Instruction 8523.01 and Air Force Manual 17-1301
- Must be able to complete an in-scope (per current DoD 6-year reinvestigation requirement), favorable, ST5 investigation (to include SBPR, PPR, T5R, or current enrollment in the DoD Continuous Evaluation (CE) / Continuous Vetting (CV) program), adjudicated for SCI eligibility by the DoD Central Adjudication Facility (DoD CAF) without conditions, exceptions, or waivers at the time of performance and must maintain the level of security required for the life of the contract
