INDUSTRIAL PRETREATMENT COORDINATOR (Superintendent)
About the Role
Under the general supervision of the Treatment Division Director, the Industrial Pretreatment Coordinator manages the Environmental Protection Agency (EPA) Industrial Pretreatment Program (IPP) as outlined in the John M. Asplund Water Pollution Control Facility (Asplund WPCF) National Pollution Discharge Elimination Permit. This role ensures compliance with local, state, and federal requirements for the industrial pretreatment program and assists in implementing other environmental compliance programs to protect public health and the environment.
Responsibilities include developing and implementing programs through industrial permitting, compliance monitoring, QA/QC activities, enforcement actions, Sewer Use Ordinance implementation, fee and fine assessments, testimony for enforcement hearings, technical document review, public education, and comprehensive report writing. The role involves collaborating with considerable independent initiative to plan, develop, and implement current and future source control programs using various software applications. The coordinator serves as the municipality's representative to regulatory agencies, industrial users, and stakeholders, reviews permit applications and pretreatment reports, prepares permits, and stays current with changes to federal, state, and local pretreatment regulations.
Responsibilities
- Supervise, plan, coordinate, and budget activities of industrial pretreatment inspectors.
- Ensure compliance with local, state, and federal requirements for the industrial pretreatment program.
- Develop and implement programs through industrial permitting, compliance monitoring, and QA/QC activities.
- Enforce Sewer Use Ordinance, assess fees and fines, and provide testimony for enforcement hearings.
- Review technical documents, conduct public education, and prepare comprehensive reports.
- Collaborate on planning, development, and implementation of source control programs using software applications.
- Serve as the municipality’s representative to regulatory agencies, industrial users, and stakeholders.
- Review permit applications, prepare permits, and stay current with regulatory changes.
- Perform other duties as assigned.
Qualifications
Minimum qualifications include one of the following:
- High school diploma, GED, or equivalent and nine (9) years of experience specific to the responsibilities of the role, including two (2) years in a supervisory or lead position.
- Associate’s degree in Business Administration, Public Administration, Finance, Economics, Construction Management, Engineering, Electrical Engineering, Mechanical Engineering, Electronics, Communications, Environmental Health, Safety Engineering, Chemistry, Biology, electrical/automation technology, or a related discipline and seven (7) years of experience specific to the responsibilities of the role, including two (2) years in a supervisory or lead position.
- Bachelor’s degree in Business Administration, Public Administration, Finance, Economics, Construction Management, Engineering, Electrical Engineering, Mechanical Engineering, Electronics, Communications, Environmental Health, Safety Engineering, Chemistry, Biology, or a related discipline and five (5) years of experience specific to the responsibilities of the role, including two (2) years in a supervisory or lead position.
Additional requirements:
- Satisfactory background check, including criminal, education, and employment history at time of hire.
- Valid State of Alaska Driver’s License and satisfactory driving record at time of hire.
