Role Overview

The Civil Rights Specialist reviews cases applying standardized regulations and procedures. Deviations are referred to the supervisor for decision. Instructions are general, and unusual problems are discussed.

A Day in the Life

  • Draft consent agreements and prepare summaries of investigations.
  • Makes recommendations regarding probable cause.
  • Occasionally testifies at hearings.
  • Conducts and analyzes interviews of complainants, respondents, and witnesses.
  • Prepares case analyses detailing violations or non-violations.
  • What You'll Need for Success

    • Four years (4) full-time professional experience in fields such as affirmative action, business administration, civil rights, labor relations, law, public administration, public relations, social services, workforce development, or related experience.
    • Substitution: Accredited college training in law, sociology, psychology, labor relations, public administration, human resources, or business administration may substitute for experience on a year-for-year basis.
    • Thorough knowledge of and ability to interpret and apply Indiana Civil Rights Law, Commission rules and regulations, U.S. Department of Housing and Urban Development (HUD) and EEOC rules and regulations, and court decisions.
    • Ability to secure and analyze data and testimony relevant to civil rights.
    • Ability to conduct investigations and make recommendations regarding probable cause.
    • Ability to facilitate negotiations and mediate disputes.
    • Ability to understand legal concepts and relate prior decisions to specific cases.
    • Ability to counsel individuals regarding civil rights complaints.
    • Ability to maintain confidentiality.

    Supervisory Responsibilities/Direct Reports

    This role may be utilized in a supervisory capacity based on agency needs. The primary responsibility is to conduct thorough analysis of civil rights complaints, extract and evaluate key information, and make informed recommendations regarding probable cause. The role requires a discerning approach, recognizing suitable cases for mediation, and managing a substantial caseload efficiently in a fast-paced work environment.

      • Nice to have: Two years of prior experience conducting interviews of complainants, respondents, and witnesses.
