Independent Board Member - Financial Reporting Advisory Board

HM Treasury invites applications for an independent member to join the Financial Reporting Advisory Board (FRAB), a statutory body that advises HM Treasury and Parliament on public-sector financial reporting policy. This voluntary role offers the opportunity to influence key financial reporting issues, including climate-related finance disclosures and the adoption of new IFRS standards in the UK public sector.

About the role

The expected time commitment includes attending three regular meetings per year (March, June, and November) plus any additional meetings as needed, along with occasional out-of-meeting communications on an ad-hoc basis. Meetings are held on a hybrid basis, with in-person attendance encouraged for the November meeting.

Responsibilities

  • Regular attendance at FRAB meetings (typically three per year).
  • Draw on your knowledge and expertise to contribute to Board discussions and decision-making on financial reporting practice and principles.
  • Engage in out-of-meeting discussions and provide views on additional papers.
  • Maintain objectivity when considering accounting issues and points of principle.
  • Adhere to the FRAB Membership Code of Conduct and declare any personal conflicts of interest related to issues under consideration.

Requirements

  • Evidence of relevant accounting or reporting experience at a senior executive level.
  • Proven leadership in an advisory or senior management role, with the ability to participate in policy and strategy formation.
  • Ability to challenge constructively and influence decision-making within a board setting.
  • Qualified accountant (CCAB or equivalent) with strong knowledge and application of International Financial Reporting Standards (IFRS).

An understanding of the UK public spending and reporting environment and the role of FRAB is desirable but not required.

Security

Successful candidates must undergo a basic criminal record check. Those working with government assets must complete baseline personnel security standard checks.

Nationality requirements

This role is broadly open to:

  • UK nationals
  • Nationals of the Republic of Ireland
  • Nationals of Commonwealth countries with the right to work in the UK
  • Nationals of the EU, Switzerland, Norway, Iceland, or Liechtenstein, and their family members with settled or pre-settled status under the European Union Settlement Scheme (EUSS)
  • Individuals with limited or indefinite leave to remain who were eligible to apply for EUSS on or before 31 December 2020
  • Turkish nationals, and certain family members of Turkish nationals, who have accrued the right to work in the Civil Service
