Essential Functions
- Serve as the single point of contact between USD 475 and the Fort Riley Department of Public Works (DPW) for all IGSA related matters.
- Cook up communication among Fort Riley DPW, district staff, contractors, and architectural or engineering partners.
- Facilitate meetings and ensure alignment on project scope, timelines, funding availability, and deliverables.
- Ensure all IGSA activities comply with applicable federal statutes, Army acquisition requirements, Federal Acquisition Regulations (FAR/DFARS), IGSA authority (10 U.S.C. § 2679), Kansas procurement laws, and district policies.
- Advise district leadership and project partners on compliance requirements and procedural constraints.
- Manage IGSA projects through all phases, including solicitation, award, coordination of design and construction activities, project modifications, and close out.
- Manage procurement and award processes in a compliant and timely manner to prevent delays or invalid awards.
- Track all IGSA funds transferred to USD 475 by Army fiscal year, funding source, and project.
- Maintain records of contract values, modifications, billings, payments, and remaining balances.
- Reconcile Army payments, including administrative fees, to ensure accuracy and transparency.
- Monitor Army fiscal year funding constraints to prevent loss of funds or audit findings.
- Coordinate and track contractor and design professional pay applications for IGSA projects.
- Facilitate required approvals and submission to Fort Riley DPW.
- Address questions or discrepancies related to invoicing and work with all parties to resolve payment delays.
- Support and facilitate IGSA related preconstruction and Owner/Architect/Contractor (OAC) meetings as appropriate.
- Work with Fort Riley DPW, contractors, design professionals, and district staff to resolve issues in a timely and collaborative manner.
