Identity Intelligence Analyst.
About the role
This position is within the Directorate of Identity Intelligence. The selected candidate will support Identity Intelligence efforts focused on known or suspected terrorist biometric and biographic information, working with data from across the Intelligence Community, Federal Bureau of Investigation, and other sources.
The role involves ensuring policies and procedures are applied consistently to the Terrorist Identities Datamart Environment (TIDE) database and maintaining the integrity of data used to populate TIDE with international terrorist identities information. The candidate is expected to exhibit professional behaviors and help create a positive, high-performance workplace.
Responsibilities
- Develop an understanding of tools and approaches to analyze known or suspected terrorists (KSTs) and incorporate policies, strategies, and techniques to reveal true identities by analyzing and exploiting data.
- Resolve target identities through integration of biographic, biometric, contextual, and behavioral information.
- Plan, develop, utilize, and refine methodological tools to gain comprehensive understanding of complex issues and incorporate insights into reports.
- Identify, gather, and extract Identity Intelligence information; perform relational tracing to determine relationships, patterns, trends, and intelligence gaps.
- Plan and develop strategies to overcome identified gaps and increase efficiencies in data collection or processes.
- Cultivate and facilitate collaboration with counterparts in other agencies to support IC-wide terrorism analysis capabilities.
- Perform in-depth all-source research and analysis for defined targets, including known and unknown terrorist personalities, groups, and networks.
- Present findings via written products, graphic presentations, or oral briefings.
- Manage, initiate, cultivate, and maintain cooperative relationships with individuals in the US Government (USG), Intelligence Community (IC), and ODNI.
- Assist in setting priorities and driving programs to prepare senior ODNI officials for policy meetings.
Requirements
- Must be a U.S. Citizen residing in the United States.
- Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance based on a Single Scope Background Investigation (SBI) with eligibility for sensitive compartmented information (SCI).
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- A two-year trial period is required for all new permanent appointments to the ODNI.

Additional required skills and knowledge:

Education/Experience
- 3-5 years' experience in a related field or a Bachelor's degree in a related field.
Desired Requirements
- Experience working within the TIDE database.
- Demonstrated success working across organizational lines and in collaborative environments.
- Familiarity with traditional and nontraditional information resources, including current or projected collection systems and data sources for analysis.
- Basic knowledge of selected analytic tools (e.g., link analysis, data integration, geographic information systems).
- Thorough knowledge of the mission, charter, roles, and responsibilities of the ODNI, IC, and USG agencies, and how these organizations integrate terrorist identities analysis capabilities.
- Ability to apply detailed knowledge of ODNI, IC organizations, and relevant customer operations to translate requirements and provide appropriate output.
Pay
The ODNI uses a rank-in-person system where rank is attached to GS employees based on individual qualifications, experience, and performance. Pay is determined as follows:
- Individuals whose current GS grade is equivalent to the advertised position retain their current grade and step.
- Individuals transferring from a non-GS pay scale will have base pay converted to the appropriate GS grade and step.
- Current federal employees whose GS grade is lower than the advertised position will have pay set at their current grade and step.
- If a current federal employee applies for a lower-grade position, their personal grade may be downgraded, and pay set at the step closest to their current annual base rate (not exceeding the maximum step rate of the GS grade).
