About the role

The ICAM Lead is responsible for engineering, administering, and governing the Identity, Credential, and Access Management environment, ensuring secure authentication, authorization, and identity lifecycle management aligned with the ICAM Transition Plan. The role is located in Rockville, MD.

Responsibilities

  • Implement and manage identity and access controls across M365, network infrastructure, virtualization platforms, and mission-critical applications to ensure consistent least-privilege enforcement and zero trust alignment.
  • Integrate identity event logging into enterprise SIEM platforms ensuring authentication logs, privilege escalations, account lockouts, and anomalous activity are visible for monitoring and incident response.
  • Conduct periodic access recertification reviews, privileged account audits, and identity governance reporting for review with cybersecurity leadership.
  • Establish and enforce enterprise identity security standards and compliance controls, ensuring alignment with MD 12.5 directives, NIST access control frameworks, zero trust architecture principles, and Enterprise Technical Guidelines, while proactively identifying and mitigating identity-related security risks.
  • Cook up and manage endpoint authentication, certificate deployment, MFA enforcement, and device compliance policies function correctly across enterprise systems.
  • Provide identity risk authority during Change Advisory Board (CAB) reviews, evaluating authentication, federation, certificate, and privileged access impacts, and approving identity-related modifications based on enterprise security risk assessment and operational readiness validation.
  • Produce identity governance reports, authentication performance metrics, access audit summaries, and remediation tracking documentation supporting audit readiness and executive oversight.
  • Serve as the enterprise identity subject matter authority during security incident response activities, directing technical analysis of authentication anomalies, credential compromise events, and privilege escalation incidents, and recommending strategic corrective actions to cybersecurity leadership.

Qualifications

  • Bachelor's degree in Computer Science, Information Systems, or related field.
  • Minimum of 5 years of experience in Identity and Access Management (IAM), Cybersecurity, or related field.
  • Experience with M365, network infrastructure, virtualization platforms, and mission-critical applications.
  • Experience with enterprise SIEM platforms and identity event logging.
  • Experience with identity governance and compliance controls.
  • Experience with zero trust architecture principles and MD 12.5 directives.
  • Experience with NIST access control frameworks and Enterprise Technical Guidelines.
  • Experience with endpoint authentication, certificate deployment, MFA enforcement, and device compliance policies.
  • Experience with Change Advisory Board (CAB) reviews and identity risk authority.
  • Experience with producing identity governance reports, authentication performance metrics, access audit summaries, and remediation tracking documentation.

Pay

Salary Range: 177K-220K
