About the role

Cambridge International Systems is seeking a HUMINT/Counterintelligence Operations Specialist to support a high-priority Joint Interagency mission in El Paso, TX. This position directly supports operational planning, collection management, source operations, and all-source intelligence production in support of national security objectives. The ideal candidate is an experienced HUMINT or Counterintelligence professional with a strong operational background, exceptional analytical skills, and the ability to operate in a dynamic, mission-focused environment supporting military, law enforcement, and interagency partners. This role falls under Threat Intelligence Analyst within our compensation framework and reports to the Hiring Manager.

Responsibilities

  • Advise on the alignment of field collection and focus direction in accordance with command Priority Intelligence Requirements (PIRs), Law Enforcement requests, and USNORTHCOM ICRs
  • Assist in Staffing, Briefing & Interagency Liaison as the primary technical briefer and staffer for the J2X. Draft executive summaries, staff packages, decision memos, and executive briefings. Brief J-staff leadership and interagency partners on the status of HUMINT operations, collection posture, analytical findings, and operational deconfliction
  • Assist in the planning and coordination of sensitive HUMINT activities. Review operational proposals, concepts of operation (CONOPs), and sensitive activity plans for technical feasibility and risk mitigation
  • Conduct All-Source Analysis and produce finished Intel Production through the fusion of multi-discipline intelligence used to identify threat networks and assist government analysts in identifying CTCO nodes, vulnerabilities, and illicit pathways
  • Conduct collection activities in accordance with USNORTHCOM regulatory policies and draft associated IIRs resulting from such activities
  • Deliver actionable Source Directed Requirements (SDRs) that align field collection with validated PIRs, Law Enforcement requests, and USNORTHCOM ICRs. SDRs will directly trace to a validated intelligence gap or PIR. SDRs are drafted clearly, providing unambiguous directions to collection elements
  • Deliver actionable targeting packages, operational leads, and finished intelligence (INTSUMs, network maps) that map CTCO networks and vulnerabilities and support interagency operations as derived from multidiscipline analysis. Products are delivered by the government-assigned suspense
  • Deliver clear, concise staff packages, decision memos, and executive briefings. Briefings and staff packages will be delivered with high military bearing and accuracy. Liaison activities shall successfully synchronize operations without overstepping Title 10 boundaries. Professionalism will be the standard with zero valid complaints from J-staff leadership or interagency partners regarding professionalism or coordination efforts
  • Deliver comprehensive technical advisory support, ensuring operational proposals (CONOPs) and sensitive activity plans are technically feasible, mitigate risk, and comply with Intelligence Oversight. Operational reviews will identify all regulatory or oversight risks. Feasibility reviews are completed within operational planning cycles
  • Deliver HUMINT operations and lead packages in response to JIATF-CC DoW and IA member requests in alignment with JIATF-CC PIRS and ICRs. Products are delivered by the government-assigned suspense with an expectation of 100% On-Time delivery meeting suspense
  • Deliver meticulously maintained source administration records and validation packages that comply with all DoD registry system requirements (e.g., IDSRS). Source records will be accurate and validation packages contain correct, verified data. Source management functions and operations administration will adhere to the HUMINT source lifecycle protocols. Conduct Source Validation through routine review of source reliability and prepare comprehensive validation packages for government approval
  • Deliver technically sound, properly classified, and accurately formatted Intelligence Information Reports (IIRs) ready for government release. Reporting will meet DIA/DCHEM standards. Initial QC will be completed within 24 hours of receipt, completion of reports processing is met within established operational timelines defined in the Unit SOP by report type. Feedback from DIA/national agencies will be monitored
  • Draft formal IIR evaluations that assess reporting quality, verify SDR alignment, and provide constructive feedback to collection elements. Evaluations will provide constructive feedback, clearly articulating intelligence value and specific areas for improvement. Evaluations properly entered into standard IC databases (e.g., CHROME)
  • Draft HUMINT operations targeting and lead packages in coordination with JIATF-CC DoW and IA member objectives which result in the identification and execution of operations. These packages are initiated proactively as part of their responsibilities and in alignment with JIATF-CC PIRS
  • Manage the review, processing, and dissemination of operational reporting, including Intelligence Information Reports (IIRs) to provide feedback to collection elements on reporting quality and value. Ensure the products adhere to IC and JIATF-CC tradecraft standards reliability and accuracy and contain no substantive analytical flaws
  • Operate with 100% adherence to Intelligence Oversight reporting requirements and domestic restriction protocols and Zero Program Compliance Failures. The HUMINT Operations Cell (HOC) Chief will review all technical recommendations and CONOP approvals
  • Provide CI Support to Force Protection as directed in accordance with organizational policies
  • Provide daily operational guidance to field collection teams to ensure alignment with mission plans. Provides technical advisory support for HUMINT Collection Teams (HCTs). Supports operational management and deconfliction of HUMINT activities
  • Serve as the primary liaison between field collectors, command leadership, and interagency partners (e.g., DEA, FBI) to facilitate operational synchronization and deconfliction

Required Qualifications

  • Proficient in using different technologies such as computers and other tools and systems pertinent to the position
  • Education & Experience: Bachelor's degree from an accredited college or university with 2 years of experience; Associates Degree with 3 years of experience; or 6 years of experience with no degree
  • Graduate of service HUMINT MOS qualification course
  • Certification: Government CI, HUMINT or All-source MOS or job producing analytical certification course or program
  • Graduate of the Defense Strategic Debriefing Course (DSDC)
  • Technical Expertise: Analyze information collected from human sources (HUMINT) and counterintelligence (CI) operations to identify foreign intelligence threats, insider threats, and operational opportunities; provide J2 staff support functions and collections support
  • Clearance: Must have a current and active DoD Top Secret/SCI security clearance

Preferred Qualifications

  • Joint Center of Excellence (HT-JCOE) - Source Operations Course (SOC), and DHOQC; Joint CI / HUMINT Analysis and Targeting Course; or DIA Targeting Officer Course or Intelligence Community (IC) equivalent
  • DoD Intelligence Fundamentals; or Certified Defense All-Source Analysis Levels 1 and 2 (Certified Department of Defense All-Source Analyst (CDASA)-1, CDASA-2); or Certified Collection Management Professional - Fundamentals (CCMPF); or Intelligence Planner Certification
  • Previous experience supporting USSOCOM, USNORTHCOM, Joint Task Forces, Special Mission Units (SMUs), or Joint Interagency Task Forces
  • Experience supporting J2X organizations, HUMINT Operations Cells (HOCs), or HUMINT Collection Teams (HCTs)
  • Familiarity with DIA HUMINT tradecraft standards, Intelligence Oversight requirements, and domestic operational authorities
  • Experience utilizing Intelligence Community databases such as CHROME, JWICS, and other classified intelligence systems
  • Strong briefing and communication skills with experience presenting operational assessments to senior military leaders and interagency partners
  • Demonstrated ability to operate independently in fast-paced operational environments while managing multiple priorities

Travel Requirements

  • Up to 10% travel for Temporary Duty Yonder (TDY) by motor vehicle and/or air travel may be required; some overnight stays possible
  • El Paso, TX; Colorado Springs, CO; National Capital Region (NCR); Mexico City, Mexico; Tucson, Arizona
  • Must have an active passport to support OCONUS travel and/or living requirements
