Human Resources Specialist (Information Systems)
This position is with the Department of Homeland Security, U.S. Customs and Border Protection, Office of Enterprise Services, Human Resources Management (HRM), Planning, Program Analysis and Evaluation Directorate. One vacancy is available in the following locations:

About the role
This position starts at a salary of $125,776.00 (GS-14, Step 1) to $163,514.00 (GS-14, Step 10). The salary reflects the rest of U.S. scale and, if applicable, will be adjusted to meet locality pay or cost of living expenses for the duty location upon selection. Visit the locality pay tables to view pay adjustments by geographic area. If your area is not listed, use the "Rest of United States" pay table. Some positions may qualify for a special pay rate depending on series, grade level, and location.
Responsibilities
- Serve as an expert and lead Business Analyst on Human Resources Information Systems, responsible for requirements elicitation, application development, and maintenance to support HRM needs.
- Lead the development of documentation for projects, including system design, testing plans, and implementation plans.
- Plan and coordinate design efforts, ensuring work is completed accurately and on time by the team. Act as the primary liaison between product owners and the development team.
- Ensure software development and testing efforts comply with agency policies, Federal regulations, and Presidential Orders.
- Partner with various HRM project teams to analyze and determine the impact of HR business processes, operations, and systems/services.

Qualifications
You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
- Analyzing, documenting, and eliciting business and technical requirements, developing user stories, system design, technical documents, test cases/plans, and functional specifications.
- Developing process maps, managing client relationships, facilitating and leading meetings, and presenting complex findings in understandable ways.
- Leading teams of analysts, providing guidance, and removing bottlenecks that may affect scope, cost, and schedule.
- Analyzing complex business problems and providing data-driven solutions using critical and analytical thinking skills.
- Using JIRA and Confluence to manage Agile workflows, user stories, bugs, and tasks; managing project schedules; utilizing automated testing tools; and running SQL queries.

Experience refers to paid and unpaid experience, including volunteer work (e.g., Peace Corps, AmeriCorps). You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements, including education if applicable, and Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent) by 08/20/2026.
Background Investigation

Residency
There is a residency requirement for applicants not currently employed by CBP. You must have physically resided in the United States or its protectorates for at least three of the last five years. If you do not meet this requirement but have been physically located in a foreign location for more than two of the last five years, you may request a residency waiver if you meet one of the following conditions:
- Working for the U.S. Government as a federal civilian or military member.
- A dependent authorized to accompany a federal civilian or military member working for the U.S. government.

- Working as a contractor, intern, consultant, or volunteer supporting the U.S. government.
Probationary Period
All new federal employees must serve a one-year probationary period. Current and former federal employees may also be required to serve or complete a probationary period.
