This position serves as the HR Specialist for the Department of Transportation and Development (DOTD) and reports directly to the Region 3 HR District HR Manager. The District HR Unit is comprised of thirty-four (34) professional HR positions that support the twelve (12) District/Maintenance HR offices across the state (3000+ employees) in all aspects of HR functions. The incumbent serves as the lead worker and liaison for the District 07 HR office, requiring broad knowledge of the LaGov HCM system, Civil Service Rules and regulations, DOTD policies and procedures, and federal and state employment laws. The role exercises independent judgement and discretion, with effective oral and written communication skills. Periodic statewide and/or overnight travel is required.

Minimum Qualifications

  • Six years of human resources experience; or
  • Six years of full-time experience in any field plus three years of human resources experience; or
  • A bachelor’s degree plus three years of human resources experience; or
  • An advanced degree in human resources, business administration, public administration, industrial and organizational psychology, organizational behavior, or a Juris Doctorate plus two years of human resources experience.

Experience Substitution: Every 30 semester hours earned from an accredited college or university substitutes for one year of experience (max 120 semester hours / four years). SHRM-CP, SHRM-SCP, PHR, or SPHR certification substitutes for up to one year of required experience.

Responsibilities

  • Serves as the primary contact for District 07 HR Analysts for all HR matters and acts as a liaison between Headquarters HR and the District for HR program administration.
  • Acts as the lead worker and go-to expert ensuring smooth operation of all HR functions, implementing and evaluating processes for efficiency.
  • Reviews personnel action entries for accuracy and compliance with laws, rules, policies, and procedures; examines workflow and recommends workload redistribution.
  • Serves as a strategic partner for specialized HR functions, including recruitment/onboarding, staffing, payroll/benefits, drug/alcohol testing, knowledge management, and retirement.
  • Provides functional oversight of the District 07 HR office and supports professional development of HR Analysts through training and coaching.
  • Runs reports from LaGov HCM to monitor entries, appointments, and produce complex statistical reports as requested.
  • Recommends policy and procedure development/revision and provides routine updates to HR leadership.
  • Assists in the selection process for District HR Analysts and makes recommendations for hire, reallocation, and permanent status.
  • Provides guidance to District Administrators and HQ HR on non-routine matters and compliance issues.
  • Collaborates to address ongoing HR operational needs and ensures service continuity during peak seasons or turnover.
  • Processes a full range of personnel actions (appointments, reallocations, separations, transfers) in the LaGov HCM system.
