HUMAN RESOURCES SPECIALIST (CLASSIFICATION)
About the role
You will serve as a HUMAN RESOURCES SPECIALIST (CLASSIFICATION) in the Fleet Human Resources Office Norfolk Naval Shipyard of FLEET HRO NORFOLK NAVAL SHIPYARD. Duties include helping to prepare and/or review position and job descriptions, conducting desk audits, writing reports of findings, providing classification training, responding to external program review findings, locating, interpreting, analyzing, and applying Position Classification Standards and Guides, developing, modifying, conducting, and/or overseeing the presentation of formal training in classification, position management, and desk audits, and providing guidance and instruction to managers and junior specialists unfamiliar with complex classification issues.
Requirements
Conditions of employment: Must be a US Citizen, determined suitable for federal employment, participate in the direct deposit pay program, and generally must serve at least one year at the next lower grade level. Males born after 12-31-59 must be registered for Selective Service. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Qualifications: GS-12 - At least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector, demonstrating experience with developing, modifying and conducting training in classification, position management and desk audits, conducting strategic thinking and analyzing data and information from several sources to reach conclusions, preparing documentation for classification appeals and other inquiries, and providing advice and guidance to managers and junior specialists regarding complex classification issues.
GS-11 - At least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector, demonstrating experience with preparing and reviewing positions and job descriptions, locating, interpreting, analyzing and applying classification standards and guides, analyzing and anticipating potential problems to recommend preventative actions, and experience in written and verbal communication to research and present findings.
Education: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: GS-11 Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
