Job Responsibilities
- Create job postings and ensure they follow citywide requirements and DCAS policies.
- Review applicant resumes and qualifications to determine suitability for the minimum qualifications of the position.
- Cover logistics of candidate interviews, including scheduling, panel coordination, and candidate communication.
- Process new hires, transfers, and promotions in compliance with citywide requirements and DCAS policies.
- Initiate tracking and work processes for pre-selected candidates; ensure candidates complete requested actions.
- Enter data for various personnel transactions within NYCAPS, and generate HR reports.
- Represent the agency at hiring events (community fairs, job fairs, and career fairs).
- Manage civil service appointment list process and facilitate hiring pools.
- Process civil service transactions including DP-72 and DP-189.
- Facilitate the onboarding of new hires and transfers by ensuring completion of all necessary documents and information have been reviewed and submitted, including civil service processing.
- Serve as the main point of contact for selected candidates, managing communications, job offers, and onboarding paperwork (background checks, fingerprinting, etc.).
- Review and maintain all pertinent pre-onboarding documentation.
- Manage full-cycle recruitment within NYCAPS eHire.
- Assist employees with navigating NYCAPS / ESS.
- Provide updates on personnel transactions, positions, and vacancies as requested.
Minimum Qualifications
- A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty.
- An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above.
- A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above.
Preferred Skills
- Three years of Human Resources experience within NYC government.
- Experience working with City HRIS systems and applications, including SmartRecruiters, NYCAPS, PRISE, PMS, CHRMS.
- Proficient with using Adobe Pro, MS Office Suite and Outlook.
- Ability to maintain a high level of discretion and confidentiality.
- Excellent verbal and written communication skills, including the ability to interface with all levels at the agency.
- Strong analytical and computer skills.
- Ability to effectively multi-task and prioritize.
- Ability to work independently and as part of a team.
- Strong and demonstrable skills in relationship-building, candidate sourcing, and database management.
Pay
$84,500.00 – $84,500.00
