About the role

Under the general supervision of the Personnel Specialist III of the Labor Relations Section, the Human Resources Officer II serves as a primary resource for multiple union contracts and provides assistance in contract interpretation and application to all school, complex area and state managers.

Responsibilities

  • Serves as a primary resource for the following union contracts: Blue-Collar Non-Supervisory (Unit 01), Blue-Collar Supervisory (Unit 02), White-Collar Non-Supervisory (Unit 03), White-Collar Supervisory (Unit 04), Teachers (Unit 05), Educational Officers (Unit 06), Registered Professional Nurses (Unit 09), Non-Professional Hospital and Institutional Workers (Unit 10), and Professional and Scientific Employees (Unit 13)
  • Provides assistance in contract interpretation and application to all school, complex area and state managers
  • Serves as the coordinator and department advocate of grievances arising out of such union contracts, including as the Superintendent's designee when directed
  • Receives notification of all grievances at the initial step, conducts research to prepare briefs and other documents, and follows through successive steps of respective grievance procedures up to and including arbitration
  • Arranges hearings and meetings with exclusive bargaining agents, including participation and attendance of department witnesses at hearings
  • May represent the Department in arbitrations for BUs 05 and 06
  • Coordinates mediation or serves as the mediator if certified
  • Provides assistance to department managers, as requested, in the administration of disciplinary actions against department personnel
  • Works closely with other Department of Education offices, as directed, to assist in collectively representing the Superintendent in matters pertaining to the collective bargaining agreements
  • Develops, modifies and conducts workshops pertinent to contract administration, collective bargaining and related decision making, as appropriate, for school, complex area and state administrators
  • Reviews department documents (project proposals, reorganization proposals, proposed rules, policies and regulations) for contractual implications
  • Performs other related duties as assigned

Minimum Qualifications

Education: Graduation from an accredited college or university with a bachelor's degree in business administration with specialization in human resource management, or with specialization in management which included course work in personnel administration and industrial relations.

Education Substitution:

  • Graduation from an accredited college or university with an associate's degree in business administration or human resources OR a bachelor's or higher degree in a non-business major requires an additional two (2) years of responsible professional work experience in personnel management or employee relations
  • Additional responsible professional work experience in personnel management or employee relations may be substituted for education on a year-for-year basis

Experience: Four (4) years of responsible professional work experience in one or more specialized areas of human resource management of which one (1) year shall have been in an education program, agency, or system.

Combined Education and Experience: An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system.

Pay

EOSR-7, $114,820 to $162,535. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations. All others will be placed on the first step of $114,820. Placement above the initial step of the salary range will be based on special characteristics and critical needs of the position, an applicant's exceptional qualifications, the availability of funds, and other relevant factors, and requires prior approval.

Schedule

This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.

  • Premium Conversion Plan: Participating employees may increase their take-home pay by having the State deduct the cost of health care premiums before payroll taxes are withheld
  • Flexible Spending Accounts: Eligible employees can reduce their federal and state income taxes and social security taxes through a tax-savings benefit program called Island Flex, allowing employees to set aside money from their paychecks to pay for out-of-pocket health care expenses and eligible dependent care expenses on a BEFORE-TAX basis
  • Retirement Plan: The State contributes to a retirement plan for eligible employees. Generally, employees with at least 10 years of credited service and who have reached 62 years of age or have 30 years of credited service and are 55 years old may retire and receive benefits
  • Tax Shelter Annuity (TSA): If eligible, Department employees are able to participate in a tax shelter annuity program, allowing eligible employees to contribute pre-tax dollars to an employee-selected investment service provider authorized to provide TSA products
  • Deferred Compensation: The State offers employees a tax deferred (sheltered) retirement investment program through voluntary payroll deductions with several investment options available
  • Temporary Disability Insurance: Qualified employees may be eligible to receive benefits for a disability caused by a non-work related injury or illness
  • Social Security: As an employer, the State also contributes to an employee's social security account
  • Workers' Compensation: If an employee is injured while on the job, benefits covering medical expenses and partial wage support may be available
  • Union & Collective Bargaining: Employees have the right to join the union for collective bargaining with the State and employee representation. Employees may also decide not to join a union, however, employees are required to pay union service fees unless the employee's job is excluded from collective bargaining
