About the role

The Human Resource Manager II for the Parks Division provides steady and thoughtful leadership in the execution of HR service delivery as well as aligning our people strategy and business with our wider departmental priorities and projects. This role has daily oversight of multiple HR services, including but not limited to recruitment, employee and labor relations, disability services and workplace accommodations, protected leave administration, organizational planning and strategy, position control, and process improvement. Additionally, this position acts as a liaison for county partners on behalf of the organization and will interact regularly with the King County Department of Human Resources, Prosecuting Attorney’s Office, King County Office of Labor Relations, and others.

This position reports jointly to the Department Human Resources Manager III and the Parks Division Director to support the successful execution of divisional goals and departmental HR initiatives.

This position follows a hybrid work model, blending remote and in-person work.

Experience, Qualifications, Knowledge, Skills

  • Demonstrated experience leading and managing a sizeable team of human resource professionals performing multi-disciplinary functions in a large, matrixed public/governmental organization.
  • Demonstrated extensive experience within multiple human resource functional areas, including leave administration, recruitment, employee and labor relations, organizational planning/development, and regulatory compliance.
  • Strong working knowledge of Washington State employment law and compliance.
  • Excellent customer-focused service and experience coaching and counseling partners at all levels of management on a variety of complex HR policies, procedures, and practices and support supervisors in effective development of employees to improve performance outcomes.
  • Experience advancing equity and social justice, inclusion, and belonging. Comfort having candid and sincere conversations with all employees about race and equity in the workplace.
  • Demonstrate ability to communicate in both written and verbal form at a high level, bringing clarity to human resources issues and providing information to staff and leadership.

Supplemental Information

Working Conditions:

  • Work Location: The Human Resources team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is King Street Center, 201 S. Jackson, Seattle, Washington 98104.
  • Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
  • King County has a robust collection of tools and resources to support working remotely.
  • The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment.
  • Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

Work Schedule: This full-time position works a 40-hour work week. This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.

Union Representation: This position is not represented by a union.

Duration: This recruitment aims to fill a Term-Limited Temporary (TLT) position with an anticipated duration of one year. If the position is filled by a King County employee who has successfully completed their initial probation, they will be offered the role as a Special Duty Assignment.
