Human Resources Manager (Bilingual in Mandarin)

Responsibilities

  • Oversee the talent acquisition and onboarding process including interviews, references, background check, new hire orientation, employee data entry, and create employee personnel files, etc.
  • Implement compensation and benefits strategies in alignment with business strategy including compensation structure and incentive program creation, benefits portfolio selection, etc.
  • Supervise payroll processing, garnishment management, benefits administration, initial enrollment, open enrollment, qualifying events and leave of absence management through clear and timely communication
  • Establish performance management programs including new hire evaluation during probationary period, annual performance evaluation, and performance improvement program. Link performance to compensation or incentive programs to convey a culture of pay for performance
  • Collaborate with Safety and QA Departments on different compliance training on a regular basis to create and reinforce a safe work environment. Work with Safety on worker’s compensation cases
  • Develop HR policies and procedures, checklists, user manuals, training slides, etc. Ensure that contents are clearly communicated
  • Be responsible for employee investigations
  • Manage access control system to grant and cancel employee access based on the predetermined rules
  • Oversee employee exit process including exit interviews, company property return, etc. and ensure concerns are addressed properly to the management and action plans are put in place for improvement
  • Source different service vendors including staffing agency, payroll, insurance, 401(k), background check, uniform, etc to control cost and ensure satisfaction of the services. Communicate with vendors in a timely manner to resolve any questions and concerns
  • Stay up-to-date on recent regulatory development and government rules and regulations. Analyze the corresponding business implications, and share them with the management team in order to make proactive actions
  • Oversee administrative functions including but not limited to phone, mail, security and janitorial services, and office supplies inventory management
  • Oversee hiring, training, coaching, and disciplinary actions of department staff and/or contract staff
  • Perform other duties assigned
  • Qualifications

    • Bilingual in Mandarin and English is required
    • Bachelor’s degree in Human Resources, Psychology, Business Management or relevant, MBA or Master’s degree preferred
    • 3 to 5 years of Human Resources experience, and proven track record of leadership in food manufacturing industry
    • PHR or SPHR certification is highly preferred
    • Knowledge and understanding of state and federal employment regulations including but not limited to EEO, ADAA, FLSA, FMLA, CFRA, PDL, HIPPA, ERISA, COBRA, I-9 forms
    • Excellent verbal and written communications skills along with computer skills. (MS Word and Excel)
    • Excellent organization and time management skills, business acumen, flexibility, and ability to maintain confidentiality
    • Ability to work flexible hours and business travel as needed
