About the role
The Human Resources Generalist supports the City's mission by performing a broad range of professional human resources functions.
Responsibilities
- Cook up and administer the City's recruitment and selection process from job posting through onboarding.
- Prepare and advertise job announcements using appropriate recruitment platforms.
- Screens applications, coordinates interviews, conducts reference checks, and communicates with candidates throughout the hiring process.
- Prepares employment offers and new hire documentation.
- Cook up pre-employment requirements including drug screening, physical examinations, background investigations, and employment eligibility verification.
- Conducts new employee orientation and facilitates the onboarding process to ensure a successful transition into City employment.
- Maintains applicant tracking records and recruitment metrics.
- Administers employee health, dental, vision, life, disability, retirement, voluntary, and wellness benefit programs.
- Serves as the primary point of contact for employee and retiree benefit questions.
- Cooks up and manages the annual Open Enrollment process, ensuring employee participation and timely processing of benefit elections.
- Processes qualifying life event changes and maintains benefit records.
- Prepares and submits life insurance and other benefit claims.
- Cooks up COBRA, retiree benefits, and other continuation coverage programs as applicable.
- Reconciles benefit invoices and assists with benefit audits.
- Administers payroll-related changes, including: direct deposits, insurance deductions, garnishments, promotions and demotions, salary adjustments, and position changes.
- Works closely with Finance and Payroll staff to resolve payroll discrepancies.
- Maintains payroll records in accordance with applicable laws and City policies.
- Administers the Family and Medical Leave Act (FMLA) program.
- Provides guidance to employees and supervisors regarding leave eligibility and requirements.
- Reviews medical certifications for completeness.
- Maintains confidentiality of medical records in compliance with applicable regulations.
- Administers the City's Workers' Compensation Program.
- Coordinates medical authorizations and treatment plans.
- Maintains communication with injured employees, supervisors, healthcare providers, insurance adjusters, and third-party administrators.
- Cooks up return-to-work and transitional duty assignments.
- Maintains workers' compensation records and required reporting.
- Coordinates liability and property claims between City departments, insurance carriers, legal counsel, and third-party administrators.
- Aids with accident investigations and recommends corrective actions to reduce future risk.
- Tracks claims activity and prepares reports for management.
- Assists with interpretation of personnel policies and procedures.
- Maintains confidential employee personnel files and HR records.
- Processes employee status changes and personnel actions.
- Cooks up employee separation processes, including exit interviews, separation notices, benefit continuation information, and final paperwork.
- Conducts exit interviews and identifies organizational trends.
- Assists with employee recognition and engagement initiatives.
- Responds to employee questions regarding HR policies, benefits, payroll, and employment matters.
- Cooks up the City's random drug and alcohol testing program.
- Notifies departments of selected employees.
- Tracks testing completion and maintains confidential records.
- Cooks up reasonable suspicion, post-accident, return-to-duty, and follow-up testing as required.
- Develops, coordinates, and facilitates employee training programs.
- Conducts training on topics including: Harassment Prevention, Workplace Respect, Leadership Development, Customer Service, Ethics, Safety Awareness, etc.
- Pairs with departments to identify operational training needs.
- Cooks up Lunch and Learn programs and employee development opportunities.
- Maintains employee training records and compliance documentation.
- Aids with administering the Performance Management program.
- Reviews evaluations and ensures departments conduct timely evaluations with employees each year.
- Assists with market analysis and classification studies.
- Compiles workforce statistics, census reports, and organizational metrics.
- Prepares reports related to staffing, turnover, benefits, workers' compensation, leave utilization, and training.
- Aids with budget preparation for personnel and benefit expenditures.
- Ensures compliance with applicable federal, state, and local employment laws.
- Aids with audits, records management, and required governmental reporting.
- Maintains HR policies, procedures, and employee handbook updates.
- Organizes Human Resources events and recognition programs.
- Aids with employee communication initiatives.
- Participates in committees and cross-functional teams.
- Supports departmental strategic initiatives and organizational improvement efforts.
- Performs other related duties as assigned.
Requirements
- Knowledge of human resources principles, practices and procedures.
- Knowledge of applicable, federal, state and local laws.
- Knowledge of benefits management principles.
- Knowledge of retirement processes.
- Knowledge of the structure, functions and operations of city departments.
- Knowledge of computers and job-related software programs.
- Knowledge of city budgeting policies and procedures.

- Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
- One to three years’ experience in payroll, benefits administration, onboarding and training is highly preferred.
- At least one year’s experience in either onboarding or training required.
- Special consideration given to experience in a governmental agency.
Salary Description $53,283.30/Annually
