About the Role
This position effectively plans, develops, directs, and maintains the Human Resources programs within the Health Center, encompassing employee and labor relations, compensation, payroll, and organizational development. The role focuses on enhancing retention, facilitating employee relations, and ensuring open communication between employees and management.
Responsibilities
- Develop and maintain an effective employee relations program to ensure employees and management are informed of human resources issues.
- Serve as the Chair of the Employee Recognition Committee.
- Recommend and implement policies and procedures to achieve Health Center objectives and ensure optimal personnel utilization and stability.
- Confer routinely with executive staff to improve working relationships and conditions.
- Act as a liaison between employees and management, investigating disputes and grievances and implementing corrective actions.
- Administer benefit services, evaluate and direct employer-employee programs (e.g., retirement, leave policies, insurance, unemployment, and workers' compensation).
- Provide Human Resources educational programs to managers, supervisors, team leaders, and employees to meet HR and Health Center goals.
- Demonstrate knowledge of State, Federal, and Local laws related to employment, salary, and benefit administration.
- Work with the CFO, CEO, and legal representatives to resolve administrative complaints, investigations, or litigation related to Human Resources.
- Ensure compliance with quality assurance standards related to Human Resources and proper credentialing of all staff.
- Actively participate in strategic planning and staff development as a member of the Management team, providing a human resource perspective on Health Center issues.
- Develop and administer Human Resources policies and procedures in compliance with applicable laws, contractual requirements, and Board of Directors' direction.
- Provide direction for the Health Center’s employment program, including recruitment, selection, new hire processing, and orientation; assist in management recruitment.
- Develop, implement, and direct a Provider recruitment and retention program in collaboration with the CMO and CEO to accomplish Board strategies.
- Provide counsel and advice on HR issues such as employee discipline, terminations, policy interpretation, problem resolution, performance management, recruitment, affirmative action, job descriptions, and communications.
- Implement and oversee the HR Information System to meet reporting needs and maintain employee records as required by law.
- Accomplish other tasks as required, complying with all facility policies and procedures, including those addressing HIPAA, Compliance, and the Affordable Care Act.
