Human Resources Director

Oswego Health is a nonprofit healthcare system established in 1881 and Oswego County’s largest private employer, with over 1,300 employees across 18 locations. The system includes a 132-bed community hospital, a 32-bed psychiatric acute-care facility, a 120-bed skilled nursing facility, an independent retirement community, a certified home healthcare agency, two outpatient centers, and a multi-specialty medical group with 100+ physicians and advanced practice providers.

About the role

Reporting to the Chief Financial Officer, the Director of Human Resources provides leadership and oversight for all HR activities across Oswego Health and its affiliates. This role manages the full employee lifecycle—from recruitment through retirement—and develops and executes HR strategies aligned with organizational goals while ensuring compliance with labor laws.

Responsibilities

• Direct oversight of Talent Acquisition, Employee Relations, and Benefits Administration teams
• Collaborate on employee onboarding, employment offers, and physician onboarding
• Lead employee engagement and experience initiatives
• Manage compensation plans, employee benefits, leave programs, tuition reimbursement, and annual open enrollment
• Ensure compliance with state and federal laws; complete regulatory reporting for OSHA, Workers Compensation, EEO, and other requirements
• Serve as departmental contact for regulatory agencies, including the NYS Department of Health and Joint Commission
• Oversee day-to-day department operations, policies, procedures, budget, and HR technology systems

Requirements

• Bachelor’s degree in Human Resources or related field
• Minimum 10 years of Human Resources experience, with at least 5 years in a supervisory role
• Deep experience and proven track record managing Human Resources
• Strong understanding of laws, regulations, and best practices
• Proficiency in Microsoft Office Suite (Excel, PowerPoint, Word)

Professional certifications and healthcare experience are preferred.
