Anticipated hiring range: $163,154 - $171,414 annually.

About the role

This position provides leadership and management of the human resources department, including recruitment and selection, employee retention, employee relations, job classification and compensation, training and workforce development, employee benefits, wellness, and employee engagement. The role ensures administrative and operational human resources services are responsive to city needs.

Responsibilities

  • Recommend, develop, and communicate citywide human resources policies, regulations, and practices.
  • Administer and manage the city’s personnel rules.
  • Plan and implement human resources short-term and long-term goals for continuous improvement.
  • Develop and implement departmental rules, regulations, policies, and procedures for effective department functioning.
  • Direct employees engaged in recruitment and selection, employee retention, employee relations, job classification and compensation, employee benefits, performance management, training and development, wellness, and employee engagement.
  • Administer employee benefits, including benefit options, premium rate recommendations, and Request for Proposals (RFP) for medical, dental, and vision.
  • Conduct and/or facilitate employee investigations.
  • Advise the Deputy City Manager on human resources trends and issues.
  • Oversee position classification and compensation administration, including studies and implementation recommendations.
  • Prepare and monitor the department budget; ensure effective and efficient use of budgeted funds.
  • Respond to requests for information from elected officials, internal departments, citizens, and other parties; resolve confidential or sensitive inquiries and concerns.
  • Facilitate meetings with staff, internal departments, committees, and other groups; participate in city leadership meetings.
  • Support the city’s policies, goals, and objectives; ensure compliance with safety procedures.

Requirements

  • Bachelor’s degree in Human Resources, Public Administration, Business Administration, or a related field from an accredited college or university.
  • Seven years of full-time paid professional experience in responsible administrative or managerial positions, including three years of supervisory experience.
  • Equivalent combination of education and experience may be considered.

Skills

  • Knowledge of applicable city code, ordinances, rules, regulations, and local, state, and federal laws relating to human resources.
  • Understanding of budgeting and financial principles.
  • Proficiency in strategic planning, organizing, and directing comprehensive administrative programs.
  • Experience setting goals and objectives, coordinating diverse activities, and applying human resources principles and practices.
  • Supervisory and management experience, including effective communication, team building, problem-solving, and handling controversial issues.
  • Ability to interpret and apply complex human resources principles, methods, and practices.
  • Strong decision-making and issue-resolution skills.
  • Proficiency in Microsoft Office, automated Human Resource Management Systems (HRIS), and recruitment/onboarding software.

Pre-employment Requirements

  • Fingerprinting (if 18 or older).
  • Successful completion of a background investigation and employment verification.
  • May be subject to drug/alcohol testing, medical evaluation, polygraph, and/or psychological evaluation.
  • Possession of a valid driver’s license to operate a vehicle in Arizona or meet the transportation needs of the position.

Physical Demands and Work Environment

  • Work is performed in a standard office environment.
  • Frequent sitting and continuous operation of a personal computer.
  • May require lifting and/or carrying items weighing up to 25 pounds.
  • Some evening and weekend work may be required.

Pay

$163,154.00 - $236,295.00 annually.
