About the role

The USPS OIG is seeking a highly qualified applicant to fill our Human Resources (HR) Analyst position with the Mission Support, Human Resources, Staffing and Classification team. Bring your skills and voice to our team!

Responsibilities

  • Provide a full range of HR services and technical guidance to employees and management officials related to staffing programs and position classification standards through the interpretation of federal laws, policies, and standard operating procedures (SOP).
  • Collaborate with hiring managers to review position descriptions, develop assessment questionnaires, prepare and create job announcements, administer rating and ranking processes for various types of hiring actions, determine eligibility and qualifications, adjudicate veterans' preference, establish pay using regulatory requirements, and document recruitment actions.
  • Provide consulting and customer advisory services to management officials to develop major job duties and responsibilities, determine appropriate titles, series, and grade levels, write evaluation statements for position descriptions in Factor Evaluation System (FES) format, and resolve complex classification issues in accordance with OPM position classification standards and guides.
  • Apply a range of hiring authorities, such as merit promotions, interagency transfers, reinstatements, Veteran's Recruitment Appointment, 30%+ Disabled Veteran Hiring, and Schedule A Hiring, to onboard candidates in accordance with established federal laws.
  • Apply and perform quality assurance on merit system principles and prohibited personnel practices in accordance with federal hiring regulations.
  • Troubleshoot, research, and develop solutions to difficult and complex problems associated with various recruitment, placement, and position management actions.
  • Prepare and present reports and briefings to senior leaders. Conduct agency-wide workshops, seminars, and briefings to educate the workforce on various staffing programs and position classification standards.
  • Utilize HR platforms and automated application systems to post job announcements, manage position classification data, process various personnel action request types, produce reports, and perform data analysis.

Requirements

Must be able to obtain and maintain moderate background investigation security clearance.

Must be able to obtain and maintain a government-issued credit card.

May be required to successfully complete a 12-month probationary period.

Qualifications

  • Minimum Qualifications: Bachelor's degree from an accredited college or university and two (2) years of specialized experience in interpreting, analyzing, evaluating and applying federal human resources management principles, concepts, regulations and policies to advise managers on a variety of legal, regulatory, and procedural issues related to recruitment, staffing, position management, and organizational design.
  • Desirable Qualifications: Professional Certification(s) related to HR.

Evaluation Factors

You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration.   • Knowledge of and experience in applying federal position classification principles, concepts, and practices, sufficient to develop major job duties and responsibilities, determine appropriate titles, series, and grade levels, and write evaluation statements for position descriptions at various graded levels and occupational series in Factor Evaluation System (FES) format for federal civilian positions.
  • Knowledge of and experience in applying federal staffing and placement principles, concepts, and practices sufficient to provide advisory services on a wide range of recruitment, staffing, and placement programs in the Competitive, Excepted, and Senior Executive Services.
  • Skills and experience in independently executing a full life cycle on hiring actions, including developing assessment questionnaires, posting job announcements, administering rating and ranking processes, determining eligibility and qualifications, adjudicating veterans' preference, issuing certificates of eligibles, validating selections, and establishing pay for various types of hiring actions.
  • Skills and experience in using a variety of automated personnel systems and programs at a level sufficient to manage vacancy announcements, process personnel action requests, manage position classification data, generate reports, and conduct research to identify data inaccuracies.
  • Ability to work effectively (independently and within teams) across functional areas in a professional and collaborative manner to develop solutions through research and analysis.
  • Ability to communicate factual and procedural information clearly, both orally and in writing, to employees and management on complex or irregular issues.

Special Instructions for Candidates with Foreign Education

Education completed outside the United States must be deemed equivalent to that gained in U.S. education programs. You must submit all necessary documents to a private U.S. credential evaluation service to interpret equivalency of your education against courses given in U.S. accredited colleges and universities.
