About the role

This position assists the Human Resources Director in managing the administration of City-wide human resources, reporting directly to the Human Resources Director. It plans, develops, implements, and maintains human resource operations, policies, and programs; and assumes the duties and authority of the Human Resources Director in the Director’s absence.

Responsibilities

  • Assist the Human Resources Director in establishing departmental goals, objectives, and strategic priorities; assume the duties, responsibilities, and authority of the Director in the Director’s absence; represent the department at meetings with City Council, City Administration, boards, committees, and outside agencies; advise the Director on complex, sensitive, or high-risk personnel matters; and assist in the development, interpretation, and administration of City-wide human resources policy.
  • Manage City-wide personnel policies and procedures in coordination with the Human Resources Director; advise departmental supervisors and City Administrator regarding human resource practices and issues; prepare, recommend, and enforce personnel policies; draft and/or revise personnel policies and procedures as needed; assist with conducting internal investigations; resolve and recommend solutions to sensitive human resources issues; serve as advisor to all parties involved in employee grievances or appeals.
  • Read, assimilate, and disseminate information on changes in laws and regulations; analyze impact of changes on City policies and procedures; create or recommend compliance processes or procedures; respond to internal and external requests for information regarding local, state, and federal personnel laws and ordinances; develop and maintain HRIS and other employee record systems to meet operating, legal, and compliance standards.
  • Answer questions and provide information regarding policies, procedures, payroll, health insurance, retirement, worker’s compensation, training, and other human resources issues; counsel employees regarding policies, procedures, and resolution of complaints; coordinate engagement activities and department training.
  • Manage personnel transactions such as hires, promotions, transfers, performance reviews, and terminations: recruit and participate in selecting personnel; prepare and publish advertisements for available jobs; prepare, analyze, and revise job descriptions; conduct screenings, interviews, background and reference checks; schedule physicals and drug screenings; make hiring and firing decisions and recommendations; maintain related documentation.
  • Monitor benefits program usage and premium costs, terms, renewals, and modification of contracts; coordinate with vendors regarding benefit offerings; manage and process enrollments; notify employees of benefit program changes; plan, implement, and monitor employee wellness and engagement activities.
  • Ensure compensation for each department is in compliance with approved budget; analyze and evaluate compensation trends; monitor performance evaluation program as necessary; enter salary changes in department systems and databases.
  • Prepare budget recommendations and forecasts for personnel, benefits, and departmental operating costs; monitor expenditures against the approved budget; recommend budget adjustments as necessary; participate in workforce planning, succession planning, classification and compensation studies, and other organizational development initiatives.
  • Administer City worker’s compensation programs, contracts, and reporting: assist injured employees and care providers through service and payment process; file and submit claims and track claim activities; prepare and process policy renewals; assist in resolving billing issues; review and analyze accident reports and claims activities.
  • Receive and review various documentation; review, complete, process, forward, or retain as appropriate; prepare or complete various forms, reports, correspondence, and other documentation; compile data for further processing or for use in preparation of department reports; maintain computerized and/or hardcopy records.
  • Maintain a comprehensive, current knowledge of applicable laws and regulations; maintain an awareness of new products, methods, trends, and advances in the profession; read professional literature; maintain professional affiliations; attend workshops and training sessions as appropriate.
  • Communicate with City officials, supervisors, other employees, clients, third-party service contractors, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Requirements

  • Bachelor’s Degree in Human Resources, Business Administration, Public Administration, or related field required; Master’s Degree preferred.
  • Five years of progressively responsible experience in benefits, recruitment, employee relations, or human resources administration.
  • Professional certification such as SHRM-CP, SHRM-SCP, PHR, or SPHR is preferred.
  • Must possess and maintain a valid South Carolina driver’s license.

Skills

  • Proficiency in performance of the essential functions and ability to learn, comprehend, and apply all City or departmental policies, practices, and procedures.
  • Ability to coordinate, manage, and/or correlate data; exercise judgment in determining time, place, and/or sequence of operations; analyze data to determine necessity for revision of organizational components; formulate operational strategy.
  • Ability to function in a senior managerial capacity within the department, including authority to act on behalf of the Human Resources Director in the Director’s absence; make decisions on procedural, technical, and managerial levels; direct the work of subordinate staff; represent the department before City officials, boards, and the public.
  • Ability to operate a personal computer to enter, retrieve, review, or modify data using word processing, spreadsheet, database, Internet, e-mail, or other software; operate general office or other equipment as necessary.

Physical Ability

Tasks require the ability to exert light physical effort in sedentary to light work, but may involve some lifting, carrying, pushing, and/or pulling of objects and materials of light weight (5–10 pounds). Tasks may involve extended periods of time at a keyboard or work station.

Sensory Requirements

Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, and visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors

Essential functions are regularly performed without exposure to adverse environmental conditions.
