Position Summary & Responsibilities

This Human Resource position is located in Topeka, at the District One Office Building, and is within the Bureau of Human Resources. This position serves as the Human Resource administrator for the KDOT District One Office and guides the area offices on procedural and policy information. This position is responsible for providing technical expertise in multiple human resource functions including, but not limited to employment, benefits, employee relations, recruitment, and classification.

Job Responsibilities may include but are not limited to the following:

  • Responsible for the administration of all HR related matters for KDOT’s District One and supervision of the District Human Resource Professional staff under the direction of the District HR Manager.
  • Provide functional leadership and guidance to the area office personnel regarding human resource practices, procedures, and policies.
  • Provide problem resolution and consultation as needed, review personnel-related Standard Operating Manuals for content and functionality and provide input and recommendations for policy and procedural changes.
  • Respond to district staff questions by researching pertinent topics and recommending courses of action under the direction of the District HR Manager.
  • Work with district supervisors to determine the ability to accommodate work restrictions with field offices.
  • Oversee the preparations and processing of personnel transactions and confidential employee personnel and medical files for employee relations, recruitment, hiring, and compensation.

Qualifications

  • Minimum Qualifications: Three years of experience in planning, directing, organizing, managing, or administering personnel or human resource functions. Education may be substituted for experience as determined relevant by the agency.
  • Preferred Qualifications: Excellent interpersonal skills. Excellent communication skills, both verbal and written. Excellent time management skills with a proven ability to meet deadlines. Ability to organize and prioritize. Excellent attention to detail. Ability to work independently and as part of a team.
