Human Resource Analyst 2 - Clarks Summit State Hospital
About the role
This role manages employee relations activities for Clarks Summit State Hospital and supports supervisors, managers, and staff in addressing workplace concerns and ensuring consistent policy application.
Responsibilities
- Program Management: Oversee employee relations functions and provide guidance to leadership on workplace issues
- Performance Review: Assess performance and attendance concerns and outline steps for corrective action
- Disciplinary Support: Develop disciplinary charges, prepare documentation, and guide supervisors through pre-disciplinary conference procedures
- Grievance Coordination: Research grievance issues, prepare responses, and support management in presenting cases
- Labor Meetings: Facilitate labor management discussions and maintain communication with union representatives
- Investigation Assistance: Review workplace investigations and recommend additional actions when needed
Requirements
Minimum Experience and Training Requirements: One year as a Human Resource Analyst 1 or Equal Opportunity Specialist 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or Two years of analytical experience that includes one year of professional human resource or equal opportunity experience, and a bachelor’s degree; or An equivalent combination of experience and training.
Other Requirements: You must meet the PA residency requirement.

Schedule
Full-time employment, 37.5 hours per week. Work hours are 8:30 AM to 4:30 PM, Monday - Friday, with a 30-minute lunch. Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Clarks Summit.
