About the role
The Human Capital Support Specialist will provide coordination and support to the Department of State (DoS) Bureau of Global Acquisitions (GA).
Responsibilities
- Cook with the Bureau of Global Talent Management (GTM) and other Department HR offices to process personnel actions and ensure compliance with federal HR regulations.
- Provide guidance on position management, including position descriptions, classification, and organizational structure changes.
- Support workforce planning initiatives and analyze staffing requirements to meet mission objectives.
- Cook recruitment and staffing activities for government positions including vacancy announcements, applicant screening support, and onboarding coordination.
- Maintain HR documentation and personnel files in accordance with federal recordkeeping requirements.
- Prepare HR-related reports, metrics, and analysis to support data-driven decision making.
- Support special HR projects and initiatives directed by GA leadership.
- Train and guide supervisors and employees on HR processes, systems, and policies.
- Aid with organization change management and communication strategies related to personnel matters.
Requirements
- Minimum three (3) years of experience as an HR professional supporting federal government agencies.
- Demonstrated knowledge of federal HR regulations, policies, and systems (e.g., OPM regulations, Title 5 CFR, USAJOBS, USA Staffing, HR Connect or equivalent HRIS).
- Experience with federal personnel actions including promotions, reassignments, details, and transfers.
- Strong understanding of federal position classification and organizational design.
- Excellent interpersonal and advisory skills with ability to build trusted relationships with managers and employees.
Qualifications
- PHR, SPHR, or SHRM certification preferred.
- Bachelor's degree in Human Resources, Business Administration, Public Administration, or a related field required.

Benefits
The projected compensation range for this position is $100,000-$125,000.
