Responsibilities

  • Oversee Title V, NSR (New Source Review), and minor source permits.
  • Manage renewals, modifications, and daily compliance tracking.
  • Calculate and report air emissions (e.g., VOCs, NOx, CO, SO2) and maintain the facility’s emissions inventory.
  • Prepare and submit required regulatory reports.
  • Care for and oversee stack testing, CEMS/COMS, and LDAR (Leak Detection and Repair) programs.
  • Maintain and update the 14 elements of the OSHA PSM standard and the EPA Risk Management Plan (RMP).
  • Lead or facilitate Periodic Hazard Analyses (PHAs) and ensure all resulting action items are tracked to completion.
  • Review facility changes to ensure environmental and safety impacts are addressed before implementation.
  • Conduct internal PSM/RMP audits and coordinate third-party compliance audits.
  • Act as the primary point of contact for regulatory inspections (EPA, OSHA, State agencies).
  • Develop and deliver technical training for site personnel regarding air permits and process safety procedures.
  • Lead root cause analysis (RCA) for environmental excursions or process safety near-misses.
  • Interact with environmental consultants to promote industry best practices and ensure that our facility remains in compliance with all applicable federal, state and local rules and regulations.
  • Monitor facility operations to ensure compliance with environmental permits and regulations (e.g., TCEQ, EPA).
  • Maintain accurate records of environmental data, inspections, and compliance reports.
  • Aid in the preparation and submission of regulatory reports (e.g., DMRs, TRI, Tier II, SPCC documentation).

Requirements

  • Bachelor’s degree in environmental engineering, chemical engineering, or a related scientific field.
  • PMP (Project Management Professional) certification a plus.
  • 3–5 years of experience in an industrial environment (Distilling, Refining, Chemicals, or Manufacturing preferred).
  • Deep understanding of Clean Air Act (CAA) regulations and OSHA 1910.119 (PSM) standards.
  • Strong analytical problem-solving abilities and the ability to communicate technical requirements to non-technical stakeholders.
