About the role
The purpose of this position is to manage the Health, Safety & Environmental (HSE) function to create and sustain a productive work culture and safe work environment. This includes preventing human injury, environmental degradation, and unsafe working conditions through training, programs, and processes with a visible commitment to environmental protection and employee productivity.
Responsibilities
- Manage and train subordinates on HSE activities for Total Installed Cost (TIC) large-scale projects, including HSE budget calculation and control, staffing requirements, schedules, and preparation of certification/classification programs and supporting documents.
- Coordinate and execute safety cases (SC), support studies, Quantitative Risk Assessments (QRA), Process Hazard Analyses (PHA), Fire Protection Specifications (FPS), and Environmental Impact Assessments (EIA) as required by certification or regulatory entities.
- Provide guidance and advice to business lines, project management, and Company organizations on HSE practices, procedures, client requirements, and current legislation.
- Make independent decisions on engineering/scientific HSE problems using advanced techniques and theoretical extensions.
- Develop, customize, and supervise the implementation of HSE programs, including site-based orientation, recognition, and awards programs for all project staff.
- Run gap analyses to identify and address discrepancies between Company practices, client requirements, and regulatory/legislative requirements.
- Initiate, foster, and maintain HSE standards and goals through Company-wide programs to promote a safe and productive work environment.
- Adhere to and support Fluor's Health, Safety & Environmental and Sustainability Policies.
- Other duties as assigned.
Requirements
- Accredited four-year degree or global equivalent in an applicable field of study and eight (8) years of work-related experience, or a combination of education and directly related experience equal to twelve (12) years if non-degreed. Some locations may have additional qualifications.
- Ability to communicate effectively with management, coworkers, clients, vendors, contractors, and other stakeholders.
- Job-related technical knowledge necessary to complete the role.
- Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines.
- Attention to detail and ability to work in a time-conscious and time-effective manner.
- Commitment to continuing education and staying updated on industry-wide HSE-related information, technologies, regulations, and trends.
- May serve as a Company representative to external HSE organizations.
Preferred Qualifications
- Intermediate computer and software skills, including word processing, email, spreadsheets, and electronic presentations.
- Capability to run a medium to large project.
- Knowledge of and ability with leadership skills, including mediation.
- High critical thinking and reasoning ability.
- Strong presentation and public speaking skills.
- Strong organizational skills.
- Valid driver’s license, if required.

Pay
Salary range: $103,500.00 – $191,500.00. The market rate for this role is typically at the mid-point of the salary range, with final salary determined by candidate qualifications, relevant experience, geographic location, internal pay equity, and prevailing market conditions.
