HS Supervisor - Early Childhood Health (HHS)
Position Summary
The Early Childhood Health Supervisor provides leadership and oversight for Walworth County's early childhood support programs, including the Birth-to-Three (B-3) Program and the Children's Long-Term Support (CLTS) Program. This role ensures high-quality service delivery for children with developmental delays, disabilities, and complex needs by managing program operations, supervising staff, and overseeing contracted service providers. The Supervisor is responsible for ensuring compliance with State and Federal regulations, supporting best practices in early intervention, and fostering strong partnerships with families, providers, and community stakeholders.
Supervision
This position provides direct supervision to staff assigned to the Birth-to-Three (B-3) Program and the Children's Long-Term Support (CLTS) Program. Responsibilities include overseeing day-to-day workflow and resource allocation to ensure efficient and compliant service delivery across both programs. Duties include interviewing, hiring, and training program staff; assigning and directing work; conducting performance evaluations; coaching and developing employees; and implementing corrective or disciplinary actions when necessary.

Essential Duties And Responsibilities
- Provide leadership, supervision, and performance management for internal staff supporting the Birth-to-Three and CLTS programs.
- Oversee day-to-day operations of both programs, ensuring services align with program requirements, timelines, and standards established by the County, DHS, and Medicaid.
- Manage and monitor contracts for Birth-to-Three early intervention providers and CLTS contracted service agencies, including performance oversight, compliance review, fiscal monitoring, and quality assurance activities.
- Ensure timely and accurate completion of program evaluations, reporting requirements, and documentation.
- Develop, implement, and monitor program policies, procedures, and improvements to enhance service delivery and outcomes for children and families.
- Collaborate with community partners, schools, medical providers, county departments, and external agencies to support coordinated early childhood systems of care.
- Provide technical assistance, consultation, and guidance to staff and contractors regarding eligibility, service planning, family engagement, and program requirements.
- Monitor program budgets, billing, and authorizations for services; support efficient and compliant fiscal practices.
- Lead or participate in stakeholder meetings, community outreach efforts, and interagency collaborations to promote early childhood health and development services.
- Analyze program data and trends to support strategic planning and ensure high-quality, evidence-based practices.
- Support staff training and professional development aligned with early childhood best practices and evolving program expectations.
- Assist in program budget development and participate in monthly monitoring meetings. This includes coordinating efforts with Finance, Purchasing, and other divisions to procure services or products for the division.
- Assist in providing support for the annual CLTS and Birth-3 program reconciliation.
- Demonstrate a commitment to county safety and risk management efforts.

Education And/or Experience
- Bachelor's degree in Early Childhood Education, Social Work, Public Health, Human Services, Special Education, or related field.
- Three or more years of professional experience in early childhood, developmental disabilities, human services, or related program areas.
- Experience supervising staff or managing programs.
Knowledge, Skills & Abilities
- Knowledge of the Birth-to-Three Program, IDEA Part C, and/or the Children's Long-Term Support Waiver Program preferred.
- Strong understanding of child development, early intervention principles, and family-centered service models.
- Ability to interpret and apply program rules, policies, and regulations.
- Excellent leadership, communication, and problem-solving skills.
- Strong organizational skills with ability to manage multiple programs and priorities.
- Ability to build and maintain collaborative relationships with families, staff, providers, and community partners.
- Proficiency in data analysis, documentation, and reporting.
- Knowledge of Trauma Informed Care principles is essential.

- Current Wisconsin CLTS Functional Screen Certification (can obtain after hire)
- Valid driver's license.
- Proof of minimum auto liability insurance coverage.

Benefits
- Employment Status: At-will employees.
- Basis of Payment: Salaried, FLSA Exempt. Not eligible for overtime or compensatory time.
- Scheduled Time Off: Accrued based on salary each pay period. 15 days per year after 1 year of service; 20 days per year after 5 years; 25 days per year after 15 years. May be considered for additional STO based on continuous related experience per Ord. Sec. 15-515 (e).
- Personal Time Off: 64 hours as a lump sum at the beginning of each year (pro-rated for part-time and newly-hired employees). Remaining hours may be moved to extended sick leave bank or paid out on last pay date of the calendar year.
- Extended Sick Leave Bank: Used for time off of work for more serious health conditions that require three or more consecutive days off or when on an approved leave of absence.
- Holidays: Ten paid holidays each year. Part-time employees receive pro-rated holiday pay based on FTE.
- Health Insurance: Tier 1 (standard co-pay) or Tier 2 (High Deductible Health Plan with HSA). County contributes to HSA for Tier 2. Monthly premium split between County and employee. Eligible for employees in .75 FTE or higher positions.
- Dental Insurance: County pays 100% of premium for full-time and 50% for part-time employees (single or family coverage). Eligible for employees in .75 FTE or higher positions.
- Life Insurance: County provides $50,000 term life insurance. Optional additional coverage available for self, spouse, and/or dependents. Eligible for employees in .75 FTE or higher positions.
- Short-Term Disability Insurance: County-provided with premiums paid by employer. Eligible for employees in .50 FTE or higher positions (all benefits except Health) or .49 FTE or less (STD only).
- Long-Term Disability Insurance: Monthly premium is 0.83% of insured monthly wages. County pays 67%, employee pays 33%. Eligible for employees in .75 FTE or higher positions.
- Vision Insurance: Employee pays 100% of premium (single or family). Eligible for employees in .75 FTE or higher positions.
- Wisconsin Retirement System: Covered if expected to work a minimum of 1200 hours per year for a period of one year or more. Payment split between county and employee as prescribed by state law.
