This position is with the North Carolina Department of Environmental Quality (DEQ), the lead stewardship agency for protecting North Carolina's environmental resources. DEQ administers regulatory programs for air and water quality, public health, and an all-of-the-above energy strategy. The department offers technical assistance and education to businesses, farmers, local governments, and the public.

About the role

The Human Resources Technician II assists the Division HR Manager in the daily administration of Human Resources activities for the Divisions of Coastal Management and Marine Fisheries. This role supports recruitment, onboarding, personnel actions, and HR policy administration.

Responsibilities

  • Manage recruitment processes: prepare job announcements, screen, and refer qualified applicants in the State’s job posting system.
  • Serve as the divisions’ liaison for supplemental staff management, including recruitment, onboarding, bi-weekly invoice reconciliation, and separation activities with the Temporary Solutions agency.
  • Process and track onboarding and staffing changes, including new hire orientations, I-9 Forms in E-Verify, and maintaining paper and electronic files.
  • Process personnel actions in the State’s Human Resource Information System (HRIS), such as new hires, separations, retirements, transfers, promotions, and salary adjustments.
  • Perform administrative tasks, including serving as the divisions’ timekeeper, processing HRIS reports, and preparing HR correspondence and documents.
  • Provide policy and procedure information to division staff regarding benefits, state, department, and division policies (e.g., performance management, open enrollment, service awards, wellness initiatives).
  • Assist staff with benefit and retirement inquiries.

Requirements

  • Associate’s degree in Human Resources or a relevant field from an appropriately accredited institution and 1 year of experience; or
  • 2 years of progressive experience in Human Resources; or
  • An equivalent combination of education and experience.

Pay

Recruitment Range: $37,377 - $52,500

About the teams

Division of Human Resources: Develops, administers, and maintains HR programs and services to support DEQ’s mission. The division ensures compliance with federal and state HR regulations and provides consultation on HR policies and procedures.

Division of Marine Fisheries (DMF): Responsible for the stewardship of North Carolina’s marine and estuarine resources, with jurisdiction extending to 3 miles offshore. DMF policies are set by the Marine Fisheries Commission and the Secretary of DEQ.

Division of Coastal Management (DCM): Works to protect and manage North Carolina’s coastal resources through planning, permitting, education, and research. DCM implements the Coastal Area Management Act and serves as staff to the Coastal Resources Commission.
