HR Senior Specialist, Talent Acquisition & Mobility
About the role
This position encompasses life-cycle recruiting for experienced professional and middle-management roles, along with project management related to the recruiting function. The role ensures alignment with recruiting best practices and evaluates their relevance to the company’s recruitment strategy and vision.
Responsibilities
- Provide a company-wide perspective to the recruitment process, balancing long-term goals with short- and intermediate-term needs.
- Manage projects under the supervision of the Associate Director, Talent Acquisition & Staffing or other HR Management team members, including:
- Career Fairs (Professional, MBA, or Undergraduate)
- Sourcing Channels (Alumni, Employee Referrals, Military, Outplacement)
- Recruiting-related tasks (Employer Branding, Applicant Tracking System, etc.)
- Lead or participate in Talent Acquisition projects.
- Guide hiring managers through needs definition to hire.
- Source a slate of candidates in partnership with HR Services Managers and line management to plan and implement cost-effective sourcing strategies that identify and deliver top talent.
- Build and maintain a vibrant network to ensure a continuous pipeline of top talent through proactive market research and relationship management.
- Proactively source, screen, interview, and place qualified candidates using traditional, social media, and other creative methods.
- Conduct in-depth interviews of potential candidates, anticipating hiring manager preferences to achieve high offer-to-interview ratios.
- Utilize behavioral interviewing techniques to accurately screen and assess candidates.
- Assist hiring managers with developing, delivering, and assessing interview questions.
- Ensure appropriate interview documentation is completed and enter all required candidate, recruiting activity, and reporting information into the ATS while adhering to OFCCP guidelines.
- Collaborate with other recruiters, sharing knowledge and resources.
- Address job openings that have been posted longer than 45 days with action plans involving HR Services Managers and hiring managers.
- Participate in and/or lead HR-related projects.
- Demonstrate FINRA’s values through collaboration, both in-person and virtually, to further the mission of investor protection and market integrity.
Requirements
- Bachelor’s degree from an accredited college or university.
- Minimum of 5 years of progressive Human Resources experience, with at least three years as a Recruiter in a corporate environment, or an equivalent combination of education and experience.
- Education toward an advanced degree and/or HR Certifications (e.g., PHR/CP/SPHR/SCP) is a plus.
- Highly experienced with Applicant Tracking Systems and major job boards.
- Proficient in conducting internet searches and networking/cold calling for passive candidates.
- Previous experience in the Financial Services industry (or other highly-regulated/highly-specialized industry) or with a regulatory organization is strongly preferred.
- Proven experience managing recruiting projects (e.g., Campus Recruiting, Employee Referral programs) and events (e.g., Open Houses, Job Fairs, Conferences).
- Extremely organized, detail- and results-oriented, client-focused, and able to multi-task, meet deadlines, and adjust to changing demands.
- Excellent communication (verbal, written, and listening) skills with the ability to interact successfully at all organizational levels.
- Demonstrated ability to execute recruiting strategy, including employer promotion, job postings/advertisements, client and candidate management, and interview process management.
- Outstanding phone interviewing skills with the ability to discern core competencies related to position requirements.
- Ability to work well both independently and as part of a team, with high energy, professional integrity, and demonstrated leadership.
- Strong technological skills, including the use of online recruiting sources/searches and professional social media sites in recruiting.
- Ability to grasp industry and company challenges and translate them into business relevance.
- Working knowledge of key company and industry metrics, as well as current industry trends.
Work Conditions
Hybrid work environment, with defined in-person presence requirements.
Pay
Salary ranges vary by location. FINRA complies with all state and local pay transparency laws. Actual compensation is based on factors including skill set, level of experience, education, and market considerations.
- CO/FL/TX: $83,900 – $150,300
- IL/PA: $92,400 – $165,300
- MA/MD/VA/Washington, DC: $96,600 – $172,800
- NY/NJ: $96,600 – $180,400
Employees may be eligible for a discretionary bonus in addition to base pay. Non-exempt employees are eligible for overtime pay in accordance with federal, state, or local law.

Additional Information
FINRA’s Code of Conduct imposes restrictions on employees’ investments and requires financial disclosures related to our role as a securities regulator. Employees must disclose all brokerage accounts they maintain or control (including trust accounts and accounts of a spouse, domestic partner, or minor child living with the employee) and authorize their broker-dealers to provide FINRA with duplicate statements. These accounts are subject to investment restrictions, including disposing of securities issued by companies on FINRA’s Prohibited Company List or obtaining a written waiver. Employees must maintain disclosed accounts at firms providing an electronic feed of data to FINRA and move accounts to such firms within three months of employment.
Employees must also execute FINRA’s Employee Confidentiality and Invention Assignment Agreement and comply with the company’s policy on nepotism.
